88 -- SURGICALLY MODIFIED AND ACCURATE TIMED PREGNANT RODENTS AND L AGOMORPHS SOL NHLBI-HL-P-96-101 POC Kathleen J. Van Steelant, Contracting Officer, (301) 435-0366. It is the intent of the National Institutes of Health (NIH) to acquire surgically modified and accurate timed pregnant rodents and lagomorphs. The contractor shall furnish Outbred Sprague Dawley Rats as requested by individual order and meeting further specified criteria as follows: naive rats, specified tissues, or any of a wide variety of surgical modifications, or sham surgically modified, or accurately timed pregnant, or sibling or mixed litters, and of varying age, weight, sex, and meeting specified health criteria. Proposals including provisions for surgical modification services for additional rat stocks and strains, and for other rodents or lagomorphs will be considered. The contractor shall comply with all applicable laws, regulations and standards governing animal welfare while performing under this contract. The contractor shall be accredited by the American Association of Laboratory Animal Care (AAALAC) or shall demonstrate an existing program and facilities which comply with the most current methodologies practiced in the field of laboratory animal medicine. These programs shall be coordinated by an American College of Laboratory Animal Medicine (ACLAM) Diplomate. All facilities, practices and procedures shall be in accordance with the latest issue in effect of the NIH GUIDE for the Care and Use of Laboratory Animals. Surgical preparations of the following nature will be required: indwelling cannulations (jugular, intracerebroventricular, intrathecal, etc.) porta-caval shunt, anastomoses, nerve sections, ganglionectomies, stereotaxic procedures, etc. The contract will be for a twelve month basic contract period and four successive twelve month option periods. Proposals will be evaluated on the offeror's overall laboratory animal program; animal surgery, tissue collection and breeding; and the offeror's proposed personnel. A fixed-price, indefinite delivery, indefinite quantity (requirements) type contract will be negotiated. Should several offerors' proposals be deemed technically acceptable, the Government may make multiple awards for this requirement. It is anticipated that Request for Proposal (RFP) Number NHLBI-HL-P-96-101 will be issued on or about February 20, 1996.
