(205)955-1187. The objective of this program is to perform a wide
spectrum of technical analyses involving test planning, systems
engineering, data processing and interceptor design to ensure that the
Program Executive Office (PEO) Missile Defense (MD), National Missile
Defense (NMD) Program Office; the Technical Support Directorate (TSD);
and the U.S. Army Space and Strategic Defense Command (USASSDC),
Targets, Test and Evaluation (TT&E) Directorate development efforts are
executed with maximum effectiveness. The development efforts encompass
critical issue resolution, demonstration and validation testing and
follow-on interceptor evolution, such as the Global Positioning System
(GPS) development. The period of performance will include a basic
contract effort of twenty-six (26) months, an option for twelve (12)
months and a second option for twenty-two (22) months. This action will
be a 100% set-aside for small business concerns. The SIC Code is 8731,
and the size standard is 1,000 employees. Government furnished
property (GFP) currently located at a contractor facility in
Huntsville, Alabama will be utilized during performance of the
resultant contract and must be transported to the successful offeror's
facility. A SECRET facility clearance will be required for performance
of this program. A cost-plus- fixed-fee (CPFF) level of effort contract
is contemplated for this effort. Foreign participation will not be
allowed at the prime or subcontractor level. Request for a copy of the
RFP should be addressed to USASSDC, ATTN: CSSD-CM-CN/Kenneth Bragg.
Unless otherwise requested in writing, the RFP will be issued on a
3.5'' computer disk in Wordperfect 5.1 for Windows. Please ensure that
your request indicates whether a hard copy document is requested or if
a computer disk is acceptable. All RFP requests must be received by
this office within fifteen (15) days from the publication date of this
notice and must cite RFP Number DASG60-96-R-0003. No telephone
inquiries will be accepted. ''Responsibility lies with prime contract
offerors to ensure that both they and their subcontractors are not
restricted from participating in this proposed acquisition due to
either (i) an OCI clause in any U.S. Army Space and Strategic Defense
Command (USASSDC) contract or (ii) work performed under any government
contract that would result in a potential conflict as set forth in FAR
9.5. Any offeror who has signed or any of whose proposed subcontractors
have signed a contract with an OCI agreement as either a prime
contractor or subcontractor under any USASSDC contract shall submit a
written request to this office to obtain approval to participate in
this acquisition (if such OCI agreement requires submittal of a written
request and if the technology area is the same as or is closely related
to the subject of this effort). This request from offerors with an OCI
restriction under a USASSDC prime contract or under a subcontract to
a USASSDC prime contract shall provide (i) a copy of the prime contract
or subcontract OCI clause and (ii) a copy of each scope of work (SOW)
or task assignment of the effort the offeror is performing or has
performed. Four copies plus a copy for each office that has a SOW/task
assignment of the above data shall be provided for review. A technical
government point of contact, including name and office symbol, shall be
provided for each SOW/task assignment submitted for review. Any request
pursuant to this shall be submitted to arrive at this office not later
than ten (10) calendar days from the date of issuance of the
