Contracting Officer, at (404) 347-3178. Request for proposals for the
continued operation of the Turner Job Corps Center located in Albany,
Georgia will be available approximately February 26, 1996, for issue in
response to written request. The contractor shall provide Academic and
Vocational Training, operate a Counseling and Residential Living
Program, and operate the following support services: Health Services,
Processing of Student Records, Discipline System, Clothing Issue, Mail
Services and Legal Services. The contractor shall provide overall
Center Management and Administration as follows: Contract and Personnel
Administration, Staff Training, Financial Management, Procurement and
Property Management, Facility Operations and Maintenance, Security and
Safety Services, Community Relations and Public Information. It is
anticipated that the resultant contract will cover the period November
1, 1996 through October 31, 1998, plus 3 governmental unilateral
renewal options of one year. The approximate average capacity strength
of the center for Contract Year One and Two is 930 students of which
440 are residential male students, 410 are residential female students,
25 are nonresidential male students and 55 are nonresidential female
students. Included in the total, the contractor will provide a solo
parent/child care program on-center for 40 solo parents and 65
pre-school children. On completion of major renovation of dormitories,
the approximate average capacity strength of the center for each of
the three option years will increase to 1030 students of which 490 are
residential male students, 460 are residential female students, 25 are
nonresidential male students and 55 are nonresidential female students.
A Pre-Proposal Conference and site visit of the facility will be
conducted at Turner Job Corps Center, 2000 Schilling Avenue, Albany,
Georgia 31705-1524, on March 12, 1996, 9:00 a.m., local time. All
questions prior to the Pre-Proposal Conference should be submitted in
writing. Interested offerors should limit their attendance to no more
than four persons. Upon entering the facility for the site visit, tour
participants must report and register at the Job Corps Center's
Administration Building. Requests for this solicitation should include
two (2) self-addressed mailing labels. Proposals in response to this
RFP will be due no later than 2:00 p.m., local time on April 26, 1996
to the address in item 7 above. Dougherty County is classified as a
labor surplus area by the U.S. Department of Labor. All responsible
sources may submit a proposal which shall be considered by the agency.
