USACERL requires EASI-PACE software for analysis of remotely sensed imagery. The proposed procurement will be on a sole source basis IAW FAR 6.302-1. The Contracts Office intends to negotiate a firm fixed-price contract with the PCI Remote Sensing Corp based upon the functionality it provides to experienced users and the relatively simple interface to common functions that novice users will be able to utilize without a large investment of time. This software is also being utilized by other federal agencies which will be analyzing and exchanging remotely sensed imagery of the installation.
