Reinhart, (513)366-2114 The U.S. Environmental Protection Agency has
the Wetlands Information Hotline which supports the Wetlands Division
of the Office of Wetlands, Oceans, and Watersheds. In support of these
efforts OW/WD is investigating the availability of small businesses
and 8(a) firms with specific technical capabilities to support the
Hotline. The Hotline will be the central point of contact for the
Wetlands Division to provide oral and written information on wetlands
protection efforts involving EPA and other private and public programs.
Specifically, it will provide (1) a mechanism for EPA to respond to
inquiries from the public and the regulated community; (2) answers to
questions on wetlands issues and alternatives for their protection; (3)
dissemination of information and primary means for answering factual
questions on Federal wetlands regulations, policies, and non-regulatory
programs; (4) a referral point for document availability; and (5) a
means to disseminate information to the public including paper copies
as well as electronically. The operation is comprised of a toll free
800 number and an Internet E-mail box for information and document
requests. The Hotline is expected to respond to about 7,000 to 10,000
information requests per year regarding regulations, guidance, and
publication dealing with Wetlands issues. Hours of operation are 9:00
am to 5:30 pm EST, Monday through Friday except for Federal Holidays.
Appropriate responses shall include answers based on the information
provided by EPA, making referrals, and document distribution. The
majority of the work will be done telephonically. The principal
technical customers are the regulated community, consultants, and
contractors. The contractor shall provide trained personnel, office
equipment, computers, and facilities. The facilities must be 1ocated
within the Washington, D.C. metropolitan area and have access to the
FTS 2000 telephone service. The base period will consist of 15 months.
Option 1 will have a performance period of 12 months and Option 2 will
consist of a period of 9 months. NOTE: THIS REQUEST IS NOT A REQUEST
FOR PROPOSAL AND NO PROPOSAL SHOULD BE PREPARED AS A DIRECT RESULT OF
THIS SYNOPSIS. Small Businesses and firms with a SBA classification of
8(a) should respond by submitting 2 copies of company brochures or
other written material which describes your organization and its
services relative to the areas of expertise described above. Responses
must be received no later than 14 days after publication of this
synopsis. Faxed responses are not permitted. Responses should be sent
