OPEN-END CONTRACTS ON MISCELLANEOUS CONSTRUCTION GENERAL, O&M PROJECTS

1. SERVICES REQUIRED: Architect-Engineering and Drafting Services on
Miscellaneous Construction and O&M Projects for the Walla Walla
District. A-E services including electrical, mechanical, structural,
hydraulics, geotechnical, and civil engineering disciplines are
required for preparation of plans and specifications and/or other
engineering documents for various civil works projects within the Walla
Walla District boundries. One or two indefinite delivery contracts will
be negotiated and awarded, each with a base period of one year and an
option period of one year. The number of contracts to be awarded will
be determined at time of selection. Individual, fixed price delivery
orders will not exceed $150,000 and the annual ceiling for the base
year and the option year of each contract is $750,000. The contracts
are anticipated to be awarded in August 1996. Delivery orders will be
placed with both contractors to evenly distribute work and monetary
value as much as possible. However, a delivery order may be placed with
one contractor if the other contractor does not have the capacity to
complete the order in the required time period or if the other
contractor has performed unsatisfactorily on previous orders under the
subject contract. This announcement is open to all businesses
regardless of size. If a large business is selected for this contract,
it must comply with FAR 52.219-9 regarding the requirement for a
subcontracting plan on that part of the work it intends to subcontract.
The subcontracting goals for each contract are that a minimum of 60.3%
of the contractor's intended subcontract amount be placed with small
businesses (SB), including 9.8% with small disadvantaged businesses
(SDB), and 2.9% with women-owned small businesses (WOB). The plan is
not required with this submittal. The Standard Industrial
Classification (SIC) code for this acquisition is 8711. The small
business size standard is that average annual receipts for its
preceding 3 fiscal years must not exceed $2.5 million. 2. PROJECT
INFORMATION: The work to be performed under this contract shall consist
of, but not be limited to, furnishing all necessary labor, materials,
supplies, and equipment required for professional architect engineering
services as defined in this contract and as specified by individual
delivery order issued by the Contracting Officer. Professional services
including electrical, mechanical, structural, hydraulic, geotechnical,
and civil engineering disciplines are required for preparation of
plans and specifications and/or other engineering reports. Professional
qualifications, experience, and capability to perform engineering
services relating to: (a) various mechanical systems including
heating/ventilating and air conditioning, plumbing, pump plants, piping
water and sewer, compressed air, hydraulics, fire protection, and
machine design; (b) complex electrical control systems, fire alarm
systems, power distribution systems, heating systems, and lighting
systems technology; (c) structural/architectural elements of hydraulic
structures, bridges, and buildings; (d) exploration by boring, soil
sampling, geophysical surveys, geologic mapping, field testing, and
groundwater studies; (e) capability to build and test physical
hydraulic models of hydroelectric projects including powerhouse
intakes, spillways, navigation lock filling and emptying systems,
fishways, and related features; (f) roads and highways, railroad
relocations, utility relocation, water supply systems, sanitary sewage
disposal systems, storm sewer systems, drainage structures, and boat
docks; (g) drafting services using CADD that is compatible with
''Intergraph micro station CADD'' software; (h) design and analysis of
both open channel and pressure conduit systems; and (i) preparation of
complete detailed construction drawings and performance type
specifications. 3. SELECTION CRITERIA: See Note 24 for general A-E
selection process. The selection criteria are listed below in
descending order of importance. Criteria a-e are primary. Criteria f-g
are secondary and will only be used as ''tie-breakers'' among
technically equal firms. (a) Professional qualifications, necessary for
satisfactory performance of required services. (b) Specialized
experience and technical competence in the type of work discussed in
items 2a through 2i above. (c) Capacity to accomplish the work in the
required time; within 48 hours on small work orders. (d) Past
performance on contracts with Government agencies and private industry
in terms of costs control, quality of work, and compliance with
performance schedules. (e) Location in the general geographical area of
the Walla Walla District with the capacity of quick turn around to and
from Walla Walla. (f) Extent of participation of SB, SDB, historically
black colleges, universities, and minority institutions in the proposed
contract team, measured as a percentage of the total estimated effort.
(g) Volume of DoD contract awards in the last 12 months as described
in Note 24. 4. SUBMISSION REQUIREMENTS: See Note 24 for general
submission requirements. Interested firms having the capabilities to
perform this work must submit three (3) copies of Standard Form (SF)
254 not already on file at the COE ACASS Center in Portland, Oregon,
and three (3) copies of SF 255 for the prime and all consultants to the
above address not later than the close of business on the 30th day
after publication of this notice. If the 30th day is a Saturday,
Sunday, or Federal holiday, the deadline is the close of business of
the next business day. Only the 11/92 edition of the SF 254 and SF 255
are acceptable. Include the solicitation number in Block 2b of SF 255.
Include the firm's ACASS number in Block 3b of SF 255. In SF 255, Block
10 describe owned or leased equipment that will be used to perform this
contract, as well as CADD capabilities. Personal visits to discuss this
project will not be scheduled. This is not a request for proposal and
