Service of the Great Lakes Region of the General Services
Administration (GSA) announces an opportunity for an
Architect-Engineering (A-E) firm to perform Construction Management
(CM) services for projects in the Great Lakes Region comprised of the
states of Minnesota, Wisconsin, Illinois, Indiana, Michigan and Ohio.
An open-ended firm-fixed price contract will be issued for a base term
of one-year with four one-year renewal options for a total of five
years. The maximum order limitation is $750,000 during any one year
period. Individual work orders will be negotiated and placed against
the awarded contract. Construction cost of the various projects will be
between $1M and $10M. Services may include but are not limited to:
design review, constructability review, observation of the
construction, including progress scheduling, administration of
payments, cost estimates for change orders, administration of testing
services to insure completeness, accuracy and overall quality of the
design and construction of the project. The CM may also be required to
provide performance of some reimbursable services for miscellaneous
items which may require the use of special consultants. Joint venture
or firm/consultant arrangements will be considered and evaluated in a
demonstrated interdependency of the members to provide a quality
construction management team effort. Firms which meet the requirements
described in this announcement and desiring consideration are invited
to respond by submitting a completed, current and signed Standard Form
254 and 255 (Architect/Engineer and Related Services Questionnaire and
Specific Projects, respectively), and complete 254 for each of the
proposed consultants. See Note 24. Selection criteria will be based
upon: (1) Project Team - 35%, Key personnel qualifications, and
relevant experience as individuals and as a team; (2) Past Experience
- 25%, Past performance on similar projects; (3) Management Approach -
20%, Project management plan, past coordination, scheduling, cost
control methods; Construction Management Ability - 20%, Evidence of
team's ability with respect to innovative and appropriate methods and
solutions for managing construction, business philosophy, quality
control. The 254s shall include as a minimum, the following personnel:
Construction Executive, Quality Control Superintendent, Sr. General
Engineer/Architect, Architect, Mechanical Engineer, Electrical
Engineer, Civil Engineer, Structural Engineer, Firesafety Engineer,
Scheduler, Estimator, Secretary/Clerk, Mechanical Inspector, Electrical
Inspector, Civil Inspector, Structural Inspector, General Inspector,
Testing Engineer, Testing Technician, Space Planner, Geotechnical
Engineer, Historic Preservationist, Archeologist, Draftsman/CAD
Operator, Industrial Hygienist, Environment Specialist and Elevator
Specialist. Those that will review and approve design submittals shall
process Professional Registration in his/her discipline. Responses
must be received at the above address by 4:00 P.M. (CST) on March 7,
1996. This is a small business set-aside. The criterion for a small
business concern in this category is a concern with average annual
receipts for the preceding 3 years not exceeding $3.5 million. A
follow-up listing of firms to be interviewed will appear in this
publication. Estimated start date is October 1996. Award of this
contract is contingent upon funding approval. All submittals must
clearly indicate our solicitation number on the outside of the
envelope. Late submittals will be handled in accordance with the
Federal Acquisition Regulation 52.215-10. This is not a Request for
Proposal nor will one be prepared. Responses must be prepared from
information contained in this synopsis. Funds are not currently
