Officer Seeking qualified sources who can respond to a written RFP for
providing services for the operation of a Hazardous Materials
Mimimization Center (HMC) in two (2) bulidings located in the SRF
compound at Agana, Guam. Specific tasks include physical receipt of
materials, material preparation (marking, packing, labelling, and
storage), material issue, shelf life maintenance, providing customer
service, maintaining customer Authorized Use List (AUL), maintaining
Hazardous Inventory Control System (HICS), maintaining data base,
preparation and maintaining of records and reports. The Consolidated
Hazardous Material Reutilization and Inventory Management Program
(CHRIMP) Manual and the HICS provide primary guidance for the operation
of the HMC. Government to provide all associated computer hardware and
supporting equipment, utilities (electricity and water), minor
maintenance to provided spaces. The contractor to provide all labor,
equipment, vehicles, materials to support the service, office supplies,
telephone service (including installation, removal, rental, and toll
charges), and safety equipment for employees, including, but not
limited to safety shoes, back supports, eye, and hand protection.
Regular work hours are 0730 to 1600 with HMC operating hours being 0830
to 1530 Monday through Friday except Federal Holidays. Contractor to
work with a Contracting Officer's Representative (COR). Contractor to
provide a mimimum of four (4) personnel to operate the HMC. Personnel
required are: Manager and Assistant Manager - Resumes required for both
with two (2) and one (1) years experience respectively in inventory
management, hazardous material (including receipt, storage, and issue
of multi-line items), High school diploma; Warehouseworker (minimum of
2) with working knowledge of warehousing, stock storage, sales,
customer service, and hazardous material handling; written
certification that both workers are qualified to operate fork lifts to
be provided by Government within 10 workdays prior to commencement of
performance. The average number of line items stocked related to #
issued follows: FY94 - 615/332, FY95 - 1046/402. Period of Performance
is anticipated to be 1 June 1996 through 30 September 1996 (Base
period) and two (2) 12 month option periods. The Government intends to
include clause FAR 52. 217-8, Option to Extend Services in the
solicitation. All qualified sources are requested to submit sufficient
