Development Mission to Madagascar (USAID/Madagascar), is seeking
applications from qualified Private Voluntary Organizations (PVO) or
Cooperative Development Organizations for award of a cooperative
agreement covering a period of three years, to assist in the
implementation of a new project in Madagascar entitled Participation
and Poverty (P&P). The project goal is to foster a national policy,
regulatory and resource environment in which private action can
flourish. The purposes which the project intends to achieve are to
strengthen the role of civil society in this new democracy and to
assist the malagasy government to design implementable public policies
that emphasize poverty alleviation in a participatory and open
fashion. The recipient of the cooperative agreement will support the
increased capacity of Malagasy Civil Society to engage and participate
in the public policy arena. Interested and qualified organizations
should submit a written request for the request for application (RFA)
to the Agreement Officer, Mr. David Osinski, USAID/Madagascar, B.P.
5253, Antananarivo 101, Madagascar. Requests should be accompanied by
four mailing labels and telephone and fax numbers. Fax requests should
be sent to 261-2-348- 83. The estimated date for receipt of
applications is April 12, 1996. The exact date will be specified in the
request for applications. The preferred method of distribution of USAID
Procurement Information is via the Internet or by request of a
solicitation on a 3.5'' Floppy disk (wordperfect 5.1). This CBD notice
can be viewed and downloaded using the agency gopher. The RFA, once
issued, can be downloaded from the agency gopher. The gopher address is

RFA can also be downloaded via Anonymous File Transfer Protocol (FTP).

identification of ''anonymous'' and the password is your e-mail
address. Look under the following directory for the rfa:
