Director for Development Planning (ASC/XR) is contemplating a sole
acquisition to complete development of the Joint Modeling and
Simulation System (J-MASS). The period of performance to complete the
effort will be 2 years. The J-MASS program is building a standard
modeling and simulation support system for: a) the development of
validated digital models of threats and weapon systems and system
components, b) assembly of the models and/or components into J-MASS
players, c) the configuration of executable simulations using these
players, d) execution of the simulation(s), and e) postprocessing of
the results to support the acquisition and Test & Evaluation (T&E)
communities. ASC/XR is surveying the market to determine if any sources
have the systems engineering and software development capabilities and
experience to complete the development of the J-MASS software and
tools. A.) The proposed modification will encompass the following major
points: 1. Complete the existing system design per the system segment
specification (SSS). 2. Completing development of the J-MASS system
design to include the Simulation Support Environment (SSE) and modeling
library. System design will allow model development to be language
independent to include Ada and C++, use Posix-complaint Unix operating
systems, and include complete documentation. 3. Demonstrate the system
can support simulations at three (3) levels of detail (analytic,
dynamic, emulative) and at three (3) levels of engagement complexity
(one-on-one, few-on-few, many-on-many). 4. Complete the capability for
interoperability of Ada and C++ models. 5. Complete the capability for
heterogeneous distributed processing between Sun and Silicon Graphics
platforms. 6. Rehost the J-MASS system software to other operating
systems/platforms. 7. Complete the J-MASS system capability to
interface with simulators and participate in distributed simulations.
8. Complete the capability to perform visual programming. 9. Complete
integration of the J-MASS re-use library access software with the
J-MASS software. 10. Continue to support customer support center with
appropriate staff to answer questions and perform J-MASS training. B.)
In order to be considered a potential source, interested parties must
submit clear, concise, and complete capability statements to the
buying office and contracting officer noted above not later that thirty
(30) days after the date of this announcement. At a minimum, interested
parties must detail the following capabilities: - Describe your
experience in previous and on-going J-MASS system software development.
- Describe your planned resources to support all J-MASS user sites.
Provide your past performance and appropriate metrics of and/or ability
to perform operations and maintenance of a delivered software product
with a large customer base (i.e. 40+ user sites). Your experience in
implementing a software problem report tracking system and your ability
for timely resolution of the problem reports including accomplishing
short term software fixes to the product. - Describe your proven
ability and current capability to staff and operate a software
engineering office to address Ada and C++ interoperability issues.
Include in your plan an approach to insure experienced personnel are
in-place and familiar with the most current Release of J-MASS by 1 Oct.
96. - Explain your plan and schedule to enter into an associate
contractor agreement (ACA) with McDonnell Douglas Aerospace (MDA) to
accomplish a smooth transition of the program from MDA to you without
any major cost and schedule impacts to system design completion and O&M
support to the M&S community. An actual ACA is not needed in any
response to this synopsis. The Air Force is seeking only your plan and
schedule to accomplish this critical interface. - Describe your
capabilities in software development. Your ability to accomplish large
software development efforts, experience in updates and experience in
re-hosting of complex software systems. Include past performance
information and appropriate metrics to substantiate claims. - Describe
your capabilities in model development, verification/validation, and
documentation. Include past performance and delivered product
(including name of customer). - Describe your capabilities to address
real-time and non-real time digital simulations. Include past
performance with interfacing with operational warfighting training
facilities and training simulators. Show in your plan how you will
insure that experienced personnel are in-place who are familiar with
weapon systems trainers by 1 Oct. 96. - If subcontractors are to be
used, the firm must have subcontractor management experience. Firms
must have the capacity to store Secret documentation and must have
personnel in possession of a Secret clearance. In responding to the
above, interested sources need not obtain actual employment commitments
from proposed staff personnel. Interested sources should address all
questions/comments to the contracting officer. Sources are requested
not to solicit or contact MDA personnel for information regarding this
synopsis. However, if contact with MDA is deemed necessary in order to
respond to this synopsis, questions should be forwarded to MDA
management in St. Louis MO. C) Sources that meet these requirements
must submit technical and personnel qualifications for Government
evaluation in response to this announcement. Include organizational
structure and a description of facilities to be used and specific
evidence that all qualifications above are met. D) The Standard
Industrial Classification (SIC) code for this effort is 7373, Computer
Intergrated System Design, size standard $18.0 million. E) An
Ombudsman has been established for this acquisition. The only purpose
of the Ombudsman is to receive and communicate serious concerns from
potential offerors when an offeror prefers not to use established
channels to communicate his/her concern during the proposal development
phase of this acquisition. Potential offerors should use established
channels to request information, pose questions, and voice concerns
before resorting to use of the Ombudsman. Potential offerors are
