The Air Force Development Test Center (AFDTC) is pursuing conversion of

cataloging, acquisitions and bibliographic searching. Services are

and general reference needs of the entire Eglin AFB community.
Educational support includes both Professional Military Education and
voluntary education courses. Service hours include days, evenings and
weekends, and special events outside of normal duty hours. Library
programming includes all age groups, general and special interest
groups, and all educational levels. Collection size is approximately
168,000 items (60,000 books, 8,500 audiovisual items, 325 hard copy
periodical subscriptions, 100,000 microformat items, 24 CD-ROM
databases, 40 software programs including a Novell Network). Annual
circulation of materials is approximately 200,000. The proposed service
Standard Industrial Classification Code (SIC Code) for this acquisition
is 8231 ($5 million). This action is under 100% small-business
set-aside. An Ombudsman, Colonel Dennis Voss, AFDTC Inspector General,
has been appointed for this acquisition. His purpose is not to replace
the technical staff or contracting officer but to serve as an honest
broker to communicate contractor concerns, issues, recommendations or
disagreements to appropriate Government personnel. The Ombudsman will
maintain strict confidentiality as to the source of the concern when
requested by the offerors. The Ombudsman will not participate in the
evaluation of proposals or source selection decision process for this
acquisition. Companies are invited to contact Colonel Voss at telephone
(904) 882-5966 or E-mail Voss@EGLIN.AF.MIL. For additional information
regarding this solicitation, contact Cheryl DiNofrio at 904-882-3731.
All responsible sources may submit an offer which will be considered
by the agency. Telephone requests for solicitation sets will NOT be
accepted. Written requests for solicitations may be mailed to
AFDTC/PKOO, 205 West D Avenue, Suite 541, Eglin AFB FL 32542-6862. For
those companies with facsimile capability, requests will be accepted
at Machine Number 904-882-9441, Attn: AFDTC/PKOO. This is the last of
three synopsis in accordance with OMB Circular No. A-76. An in-house
cost estimate is being developed and a contract may or may not result.
This does not constitute an IFB or RFP and is not construed as a
commitment by the Government. (0033) Loren Data Corp. http://www.ld.com (SYN# 0088 19960205\S-0001.SOL)
