S -- PROVIDE EDUCATION AND TRAINING FLIGHT OPERATION SERVICES AT EGLIN AFB FL SOL F08651-96-R-0021 DUE 032996 POC Joanne W. The Air Force Development Test Center (AFDTC) is pursuing conversion of current civil service support of the Education and Training Flight Operations Section to a contract activity based on an OMB Circular A-76 study. AFDTC contemplates release of a Request For Proposal (RFP) for the Education and Training Flight Operations Section in February 1996. Services for this operation include supporting approximately 4,000 civilians and 7,000 military members. Work includes providing information/guidance on employee management training, the management, delivery, and maintenance of training and development programs for civilian employees and military members based upon the results of occupational analysis and template development, needs assessment and requirement identification and resource management processes. The proposed service Standard Industrial Classification Code (SIC Code) for this acquisition is 8299 ($5 million). This action is under 100% small-business set-aside. An Ombudsman, Colonel Dennis Voss, AFDTC Inspector General, has been appointed for this acquisition. His purpose is not to replace the technical staff or contracting officer but to serve as an honest broker to communicate contractor concerns, issues, recommendations or disagreements to appropriate Government personnel. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the offerors. The Ombudsman will not participate in the evaluation of proposals or source selection decision process for this acquisition.
