The Air Force Development Test Center (AFDTC) is pursuing conversion of current civil service support of the Child Care Center to a contract activity based on an OMB Circular No. A-76 study. AFDTC contemplates release of a Request for Proposal (RFP) for the Child Care Center during February 1996. Services for the Child Care Center will include providing a safe and healthy environment to dependents, 6 weeks to 10 years of age, of military and/or DOD employees while entrusted in the Child Care Center staff's care. The operation must be in compliance with the Department of Defense guidelines for child development programs, adhere to Air Force Instruction 34-701 and the 1989 Military Child Care Act. The proposed service Standard Industrial Classification Code (SIC Code) for this acquisition is 8351 ($5 million). This action is under 100% small-business set-aside. An Ombudsman, Colonel Dennis Voss, AFDTC Inspector General, has been appointed for this acquisition. His purpose is not to replace the technical staff or contracting officer but to serve as an honest broker to communicate contractor concerns, issues, recommendations or disagreements to appropriate Government personnel. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the offerors. The Ombudsman will not participate in the evaluation of proposals or source selection decision process for this acquisition.
