USAID anticipates award of up to five (5) indefinite quantity contracts (IQCs). Each contract will be for a three-year period with two one-year option periods. One contract award will be set-aside for small business. The applicable SIC Code for this procurement is 8748. The small business size standard is $5 million. Offerors must specify whether they are proposing under the full and open competition or the small business set-aside. The request for proposals will be issued o/a 23 February 1996. Closing date will be o/a 19 April 1996. All responsible sources may submit a proposal which shall be considered by the Agency. To help identify potential partners and subcontractors, a list of all organizations requesting a copy of the solicitation will be attached to the solicitation document. Necessarily, the list will contain the names of only those organizations known prior to the issuance of the solicitation document. Offerors are encouraged to include in their offers and to use to the maximum extent practicable small businesses, small disadvantaged businesses, women-owned businesses, and disadvantaged enterprises.
