The purpose of this procurement is to obtain technical services to
USAID Missions and USAID/W Bureaus which include providing an
integrated package of participant trainee support services, U.S. or
third country placement, program monitoring and administrative support
and technical assistance. USAID anticipates award of up to five (5)
indefinite quantity contracts (IQCs). Each contract will be for a
three-year period with two one-year option periods. One contract award
will be set-aside for small business. The applicable SIC Code for this
procurement is 8748. The small business size standard is $5 million.
Offerors must specify whether they are proposing under the full and
open competition or the small business set-aside. The request for
proposals will be issued o/a 23 February 1996. Closing date will be o/a
19 April 1996. All responsible sources may submit a proposal which
shall be considered by the Agency. To help identify potential partners
and subcontractors, a list of all organizations requesting a copy of
the solicitation will be attached to the solicitation document.
Necessarily, the list will contain the names of only those
organizations known prior to the issuance of the solicitation document.
Offerors are encouraged to include in their offers and to use to the
maximum extent practicable small businesses, small disadvantaged
businesses, women-owned businesses, and disadvantaged enterprises. The
preferred method of distribution of USAID procurement information is
via the Internet or by request of a solicitation on a 3.5'' floppy disk
(WordPerfect 5.1/5.2 format). This CBD notice can be viewed and
downloaded using the Agency Gopher. The RFP, once issued, can be
downloaded from the Agency Gopher. The Gopher address is
GOPHER.INFO.USAID.GOV. Select USAID PROCUREMENT AND BUSINESS
OPPORTUNITIES from the Gopher Menu. From there, choose the heading
USAID PROCUREMENTS and then DOWNLOAD AVAILABLE USAID SOLICITATIONS. The
RFP can be downloaded via Anonymous File Transfer Protocol (FTP). The
FTP address is FTP.INFO.USAID.GOV. Logon using the user identification
''anonymous'' and the password is your e-mail address. Look under the
following directory for the RFP: pub/OP/RFP/FAO601/fao601.rfp. Receipt
of this RFP through Internet must be confirmed by written notification
to the contact person noted above. It is the responsibility of the
recipient of this solicitation document to ensure that it has been
received by Internet in its entirety and USAID bears no responsibility
for data errors resulting from transmission or conversion processes.
This solicitation will not be issued in hard copy. Requestors should
specify whether they will download from Internet or require a diskette.
All requests must be accompanied by three self-addressed self-adhesive
mailing labels to be used in the event any RFP amendments need to be
