206-526-4546. The National Marine Fisheries Service will be soliciting
proposals to conduct research aboard a factory trawler to evaluate
current and new methods for total catch weight estimation by observers
in fisheries in Federal Waters off Alaska. Specific objectives are to
(1) evaluate the accuracy of bin volume and codend haul weight
estimation methods by comparison to weights obtained from an in-line
motion-compensated flow scale, (2) obtain accurate in situ pollock
density estimates for the pollock B and A seasons, and (3) evaluate the
accuracy of in-line motion-compensated flow scales using proposed
procedures for annual and in-season performance tests. The area of
operation will be the eastern Bering Sea. The work will coincide with
the pollock 1996 B and 1997 A seasons, but may occur immediately before
or after these seasons. Approximately 6 to 12 days will be needed to
complete the work during each season. Vessel must be equipped with: (1)
typical commercial trawl gear, (2) fish bins which are square or
rectangular in shape, accessible with viewing ports, and dimensions
marked and certified by a marine surveyor, (3) an in-line
motion-compensated flow scale to weigh total catch, and (4) ample
working area to complete objectives. Berthing will be required for a
scientific crew of 4 to 6. The offeror may be required to provide
scientific (NMFS)- certified) observers as part of this complement. Any
pollock landed during in season or out of season operations may be
processed and sold, and would defray the cost of the research. Offers
to pay the Government as consideration for keeping the catch will be
considered. All responsible sources may submit an offer, which will be
