030196 POC B.J. Fisher The Contractor shall provide all labor,
materials, equipment, transportation, and services (except government
furnished materials) necessary to upgrade the Instrument Landing System
(ILS) currently servicing Runway 29 at Oakland International Airport,
Oakland, California. The scope of work is to (1) demolish/remove the
existing ILS equipment - Glide Scope, Localizer, Inner Marker, and
Outer Marker; and (2) to install the new GFM ILS equipment at the sites
mentioned. The work involves concrete work, carpentry work, electrical
work, grounding work, trenching, cabling, backfilling, surveying, and
the assembly and installation of the GFM equipment. It should be noted
that the Inner and Middle Marker sites are located n a wooden pier that
extends out into the San Francisco Bay. All site work shall be
performed in strict accordance with Federal Aviation Administration
plans and specifications. The performance period is FORTY-FIVE (45)
CALENDAR DAYS after receipt of the notice to proceed. Invitation for
Bid (IFB) #DTFA08-96-B-02907 will be available on or about 29 February
1996, with a public bid opening approximately THIRTY (30) DAYS
thereafter. The estimated price range for this procurement is between
$100,000.00 and $250,000.00. All interested offerors must submit their

procurement in accordance with the Small Business Competitive
Demonstration Program, Title VII of the Business Opportunity Reform Act

for Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, payment, and performance bonds up to
1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a surety against losses. Loans are also available
under the DOT Short Term Lending Programs (STLP), at prime interest
rates to provide accounts receivable financing. The maximun line of
