RESTRICTED ELIGIBILITY, Program Solicitation, Support of Fossil
Resource Utilization by Historically Black Colleges and Universities
(HBCU's). The U.S. Department of Energy, Pittsburgh Energy Technology
Center, announces that pursuant to 10 CFR 600.7(b)(1) it intends to
conduct a competitive solicitation and to award financial assistance
grants on a restricted eligibility basis to selected HBCU's who propose
to conduct innovative research in collaboration with private industry.
This Program is intended to stimulate cooperation between academia and
industry, while providing support for research having the potential to
enhance our understanding of the chemical and physical processes
involved in fossil fuel resource utilization and conversion. The eight
(8) technical topics addressed by the solicitation are: (1) Advanced
Environmental Control Technology for Coal, (2) Advanced Coal
Utilization, (3) Coal Liquefaction Technology, (4) Heavy Oil Upgrading
and Processing, (5) Advanced Environmental and Recovery Technologies
for Oil, (6) Advanced Environmental and Recovery Technologies for
Natural Gas, (7) Environmental Issues Related to Oil and Gas
Exploration and the Disappearance of the Wetlands, (8) Faculty/Student
Exploratory Grants. Collaboration with private industry/sector is
required for an application to be considered for selection under
technical topics (1) through (7). Collaboration may consist of: (1)
cash cost sharing by the private industrial entity, or (2) no-cost
collaboration wherein the private sector entity agrees to consult with
the HBCU to share non-proprietary information which will assist in
improving the experimental plan and/or assist in analyzing data
obtained by the principal researcher, or to provide free use of
industrial experimental facilities/equipment not available at the
university, or (3) subcontracting by the HBCU to a private sector
entity. Collaboration which encourages a cooperative/interactive effort
between the HBCU and private industry is preferred. Collaboration with
private industry/sector is not required for Topic (8). Program
Solicitation DE-PS22-96PC96201 is expected to be released on or about
February 7, 1996. Copies of the solicitation will be issued on 3.5'',
double-sided/high density computer diskettes, using Word Perfect 5.1
for DOS, and the solicitation will also be made available on DOE's PETC
World Wide Web Server Internet System
(http://www.petc.doe.gov/business). Written requests for a copy should

however, telephone requests will not be honored. NOTE: If the
diskette's version of the solicitation is incompatible with a
proposer's computer software system, or if proposers are unable to
access the Internet System, then a written request should be submitted
