The procuring contracting officer intends to negotiate with Loral Defense Systems - Eagan, P.O. Box 64525, St. Paul, MN 55164-0525. Loral Defense Systems - Eagan is the designer, developer, and sole manufacturer of AIP upgrade and as such the only source that possesses the necessary technical expertise and data to perform the effort required within the timeframe.
