Potential Sources Sought. The U.S. Coast Guard is seeking qualified
sources to consider for a requirements contract. Contract period of
performance will be a base year with four (4) one (1) year options, for
the inspection and repair of Elliott Turbochargers Part Number H564 and
BC370H used on 378 WHEC and 110 WPB Coast Guard vessels. Contractor
will provide all labor and material required to perform the following
work on the Turbo Chargers: (1) receive; (2) dissassemble; (3) inspect;
(4) provide a condition report; (5) repair; (6) reassemble; (7) test
and (8) preserve and install in a reusable shipping container. All
efforts shall be in accordance with Elliott Instruction Book TC-30E,
Shop Practice Manual SP-315A, Revision 15, MIL-C-104B, MIL-P-116J,
MIL-E-1509C, MIL-P-20087, MIL-P-24441/1B, MIL-I-45208A, and MIL-271F.
In addition, contractors shall conduct all work and tests in accordance
with Coast Guard Standard Repair Specification 4331-R-251-52 dated
6/91, Rev. 5 dated 10/95. All parts to furnished and used with the
repairs must be Elliott parts. Other concerns having the expertise and
required capabilities to furnish the above repair are invited to
submit complete information discussing such capabilities in duplicate
within 15 days of this announcement. No cost or pricing data is
required. This is a sources sought announcement and not a RFP. The
Government does not intend to pay for information solicited. Responses
must be concise and be specifically directed to the requirements
mentioned above. Concerns that respond to this notice must fully
demonstrate the capability to accomplish the above. It is the believed
that this non-availability of technical data preclude the U.S. Coast
Guard from obtaining competition as the turbo chargers are available
from one source only. However, other potential sources can submit
information concerning their capability to supply/overhaul for the
purpose of the U.S. Coast Guard to determine whether to conduct a
competitive procurement. The procurement involves an OEM (Elliott
Turbomachinery Co.) authorized repair facility and utilization of OEM
parts. Prime equipment manufacturer or its actual supplier, and other
proposing to manufacture the parts must submit either: 1) Data that the
offered parts have been satisfactorily manufactured for the Government
or the prime equipment manufacturer; or 2) submit such complete and
current engineering data to demonstrate the acceptability of the
offered parts (i.e. salient physical, functional and serviceability
characteristics) and 3) Certification as an authorized OEM repair
facility. The submission of a technical data package for review shall
not impede the award of this requirements type contract, but will
qualify the proposer for follow on acquisitions of the specific part
numbers offered. It is the governments belief that only Elliott
Turbomachinery Co. the manufacturer of the turbochargers and parts,
and/or its dealers and distributors can furnish the required items and
ensure proper fit, form and function of all its components. The ships
carry spare parts for the vessels that are currently in service. The
spares currently carried onboard the vessels and stock in inventory
will not fit turbo chargers made by other manufacturers. Award to any
other source would result in substantial duplication of costs to the
Government that is not expected to be recovered through competition.
Adequate detailed data by which to evaluate capability should be sent
