Weapons Division, China Lake, California intends to enter into
negotiations on an other-than-competitive basis with Leonard Research
Corporation (LRC) to procure a tunable CO2 laser source, LWIR
ellipsometer system including hardware, software, installation,
calibration, training, and data. Required delivery is 180 days after
the date of contract award. Negotiations will be with Leonard Research
Corporation on an other than full and open basis because only Leonard
Research Corporation can provide a CO2 laser ellipsometer system that
has the required accuracy and will be compatible with an existing,
government-owned ellipsometer system. The Government requires a CO2
laser ellipsometer because only a CO2 laser has the intensity necessary
to provide the required accuracy of 0.01 degree in ellipsometer
parameters. The system will also utilize unique high contrast
polarizers which are also required to obtain the required accuracy.
This accuracy is critical to support polarizer standard work, i.e.
measurements must be more accurate than those of the users of
polarizers. The system must also have the same physical configuration
as an existing, government-owned ellipsometer which was originally
built by Dr. Leonard of LRC. The government requires this compatibility
with the existing instrument to extend capability to the LWIR region
with the new ellipsometer. This compatiblity is required to permit
consistent measurements on polarizers and target samples, and will
enable both systems to operate efficiently and consistently with like
components. Responses to this intent to solicit, other than LRC, should
be submitted in writing no later than 45 days from the date of this
synopsis and shall address your experience and capability to produce a
tunable CO2 laser source, LWIR ellipsometer system including hardware
and software which can meet the above stated accuracy and
compatibility requirements of the Government and can be delivered
