support Center (DASC) intends to acquire FIP services and maintenance
services for span software at headquarters Defense Logistics Agency.
The intent is to enter into a negotiated, sole source, one year
contract with innovative Tech systems, Inc. The office of installation
services (DASC-W) is responsible for planning, coordinating, and
administrating, and maintaining a comprehensive space management
program for all space assigned and required for headquarters, DLA,
DASC, and DASC-supported activities in the NCR. DASC-W is responsible
for building and interior layout alterations as well as coordinating
engineering maintenance and redesign for the new DLA Fort Belvoir
headquarters complex. The areas of enhancement are Broad:
Processre-engineering, writing span software extensions, and building
external data tools with other DLA software. All areas of service will
be oriented toward integrating the sub-systems of the facility with
its users, changing either the way the tools work, or the way we use
the tools. Software enhancements will include mail integration, user
security enhancement, integration of building utilities software (HVAC
control, electricalmetering, etc.,), estimating with R.S. Means,
resource loading, and document attachment. Additionally, the vendor
will provide standard software maintenance and support for the span FM
and span autointegratorsoftware owned by DLA. The maintenance role
within this requirement is significant, as the vendor will need to
insure the span FM software'sintegrity is intact, by design of the DLA
enhancements, such that maintenance upgrades will be non-destructive
to added functions. The following contractor Personnel categories may
be utilized in the performance of this contract at the rates specified:
Principal at 96 hours; project manager 288 hours; applications Trainer
80 hours; software engineer 750 hours; programmer 700 hour; data entry
50 hours and consultant at 100 hours. Maintenance support for 25 copies
of span bundle and support for 2 copies of autointegrator. All parties
interested in this requirement must respond within 15 days after
publication of this notice to DLA administrative support Center, office

responsible replies will be considered. All requests for the RFP must
be in writing. NO telephone inquiries will be accepted. The contract
award will be made on the basis of quotations/proposals or other
information received in response to this notice. If NO responsible
responses are received within 15 days of the publication date of this
notice, DLA will negotiate acontract with innovative Tech systems, Inc.
