Lewis, Contracting Officer, (202) 634-4448. The U.S. Department of Energy (DOE) intends to solicit a proposal and negotiate with Systems Planning and Analysis, Inc. (SPA), Alexandria, Virginia, for a sole source contract under the authority of FAR 6.302. SPA is a small business. SPA: has extensive experience dealing with the U.S. Department of Defense; possesses a unique matrix of experience in the entire range of skills from basic science to nuclear weapons design, testing, and manufacture through deployment; has expertise in research and production facilities; is thoroughly familiar with the Science-Based Stockpile Stewardship and Management Program; has a comprehensive awareness of the Strategic and Tactical Arms Reduction Treaty (START), other treaties, program acquisition strategies, and the problems and characteristics of the weapons scientific and industrial infrastructure; and, has an intimate understanding of national policy for strategic warfare. No Government organizations and other commercial entities have this unique combination of expertise in the nuclear weapons complex to successfully fulfill the requirements of the planned effort. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed effort based upon this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. (0037)
