The Government intends to negotiate this requirement on the basis of other than full and open competition pursuant to the authority of 41 USC 252(c) (1) with Primtech, Inc. for a joint-industry workshop entitled ``Cooperative International Workshop on Use of Human and Organizational Factors in the Management of Safety and Environmental Hazards for Offshore Operations and Facilities.'' The Government will pay $50,000 of the anticipated cost of $203,000. Pirmtech, Inc. will be responsible for arranging the balance of funding from other project sponsors. The goal of the workshop is to define the state-of-the-art of the engineering and management practice of human and organizational factors (HOF). This will help reduce the likelihood of offshore incidents, on-the-job injuries, and environmental hazards. It will also aid in improving safety, quality, and reliability during design, construction, and operation of offshore facilities. Any other persons desiring consideration are requested to fully identify their specific capability in meeting this requirement. No solicitation document currently exists; therefore, requests for such a document will not be considered at this time. Oral communications are not acceptable and will not be honored.
