C -- COLVILLE NATIONAL FOREST CADASTRAL SURVEY, LOCATED AT VARIOUS LOCATIONS ON THE COLVILLE NATIONAL FOREST SOL R6-8-96-04 POC Contact Point. Blake Hendrick 509/826-3073, Contracting Officer Professional land surveying services are required for the Colville NationalForest property Boundary. This project consists of control survey, section subdivision, corner search, corner monumentation, line maintenance, corner maintenance, marking & posting, records and reports and records research of approximately 85 miles. This project will consist of work at various locations on the Colville National Forest during the period of May 1996 through September 1998. As many as four indefinite-quantity contracts may be awarded to meet these survey requirement for the forest. Interested and qualified firms are invited to respond by submitting forms SF 254, SF 255 and supplemental narrative and samples as follows; (1) Give a brief description of steps you will use to complete a project of this type. (2) What measurement and observation techniques will be used to assure compliance with contract specifications? (3) Some examples of land survey problems you have encountered on similar projects and how you resolved them. (4) How will marking and posting be accomplished? (5) How will control survey be accomplished? (6) How will you accomplish the research needed? (7) Name, Registration Number, and percent of time, Professional Land Surveyor in charge of project, will spend on each phase. (8) Submit a copy of a recent survey plat that is representative of yourcadastral survey work. The evaluation criteria for this project ( in descendingorder of importance) include: (1) Professional qualifications necessary for satisfactory performance of required services. Firms that demonstrate qualifications of their assigned professional personnel as appropriate to the nature and size of the projects solicited will be given greater consideration. (2) Specialized experience and technical competence in the type of work required. Firms that demonstrate technical competence and experience completing projects similar to the type of work solicited herein will be given greater consideration. (3) Capacity to accomplish the work in the required time. Firms providing evidence of commitment and ability to assign clearly sufficient, highly skilled personnel to accomplish the work within the specified time will be given greater consideration. (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. Greater consideration will be given to firms demonstrating that previous similar projects have been completed to high quality standards within time requirements. (5) Location in the general geographical area of the project and knowledge of the locality of the project (to include factors such as topography, vegetation, weather and access); provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. Firms demonstrating knowledge of, and experience working in North Eastern Washington and the Colville Area performing similar services will be given greater consideration (6) The volume and nature of present workload as it relates to the ability to perform the required work. The volume of work previously awarded by the Forest Service will be evaluated with the objective of effecting an equitable distribution of contracts among qualified A & E firms, including minority, 8 (a), or small disadvantaged firms, that have not had prior Forest Services contracts. (7) As prescribed in 4G15.605 (f) additional points may be assigned or credit given to potential contractors that are or will subcontract will be allowed until units have met their small business goals (GAO B-223059, B-223242). All responsible sources submitting responses to the Contracting Officer will be considered.
