Q -- ELECTRON BEAM TOMOGRAPHY SCANNING SERVICES Sol DADA15-96-R-0014. Contact Point, Al Bariatti, 202/782-1280, Contracting Officer. This is a notice of intent to negotiate a sole-source contract with Health Technologies & Wellness, Inc. (HTW). It is the intention of the government to acquire from the Contractor, the capability to process Department of Defense Active Duty Military patients through an Electron Beam Tomography Scanner (EBCT) System. The system will provide high quality, completely non-invasive diagnostic capability to screen the entire body for early detection of coronary artery disease and at the same time for early stages of cancer, emphysema, and osteoporosis. The contractor will be required to deliver, install, operate and maintain the EBCT and facility at a site located at the Walter Reed Army Medical Center. The Government will furnish all utilities required for the EBCT, however the contractor will as part of their installation effort, make all the necessary utility hook-ups and connections from the furnished source. It is anticipated that the EBCT facility will be staffed by the following Government furnished personnel: 2 Radiologists; 2 technicians/operators; 2 Nurses; 4 life-style counselors, and 1 receptionist. The Contractor will also be required to provide comprehensive training to the above personnel such that all personnel associated with the EBCT are fully knowledgable in the use of the scanner. The Government anticipates award of a service contract in which Walter Reed will pay the contractor either on a per-scan basis (ID/IQ-Requirements type contract) or a flat annual amount for an unlimited number of scans for a 12-month period (Firm Fixed Price type contract). The Government anticipates awarding a contract for an initial 12-month period, followed by four 1-year options.
