The US Penitentiary at Leavenworth KS is soliciting proposals from colleges or universities with clinical law courses in which students would provide legal assistance to indigent federal inmates confined at this institution. Students must be available to assist inmates in various categories to include, but not limited to, challenges relating to the inmate's confinement, detainers, civil matters, etc.. Only one contract will be awarded as a result of this solicitation. Evaluation factors (1) past performance, (2) management capability, (3) prior experience, and (4) cost. The contract will include one base contract period, followed by up to four (4) option year periods (total NTE 5 years). Issuance of packets anticipated on/about 2/24/96. No telephone requests will be honored; only written/faxed requests will be processed. All responsible sources submitting a reasonable bid will be considered. (036)
