5035, Marine Corps Recruit Depot, Parris Island, SC 29905 R -- INDEFINITE QUANTITY A/E CONTRACT FOR PREPARATION OF PLANS, SPECS
AND COST ESTIMATES FOR VARIOUS MECHANICAL/ELECTRICAL PROJECTS, MARINE
CORPS RECRUIT DEPOT, PARRIS ISLAND, SC 29905 SOL N62467-96-R-5097. Due
032196. Contact Joseph Coward, Contracting Officer, 803-525-2880. This
is an Indefinite Quantity Architect-Engineer Contract. The total
contract value shall not exceed $500,000.00. The contract includes a
base period of one (1) year with the possibility of one (1) one-year
option period. The initial project proposes to repair steam piping
distribution to various buildings. As part of this contract, asbestos
assessments may be required to determine the presence of asbestos. When
asbestos is found, this contract will be amended to require a
comprehensive asbestos survey to include sampling and testing, and the
preparation of plans and specifications showing the location of
asbestos and specifying the procedure to be followed during
construction and/or demolition to prevent release of airborne asbestos.
Firms unable to accept work which involves asbestos need not apply.
Firms may be required to review shop drawings, construction inspection,
and/or preparation of as-built drawings, operational and maintenance
manuals. The estimated construction cost is between $250,000.00 -
$500,000.00. Responses must be received not later than March 21, 1996.
Any inquiries (including submission of SF255) should mention and show
title, location and contract number on the outside envelope.
Architect-Engineer firms are invited to submit: (1) a Standard Form
254, Architect-Engineer and Related Services Questionnaire; (2) a
Standard Form 255, Questionnaire for Specific project; and (3) any
requested supplemental data to the procurement office shown. Firms
having a current Standard Form 254 on file with the procurement office
are not required to resubmit this form. Firms responding to this
announcement before the closing date will be considered for selection,
subject to any limitations indicated with respect to size and
geographic location of firm, specialized technical expertise or other
requirements as listed. Following an initial evaluation of the
qualifications and performance data submitted, three or more firms
considered to be the most highly qualified to provide the services
required will be chosen for interview. The Department of Defense policy
for selection of Architect-Engineer firms is not based upon competitive
bidding procedures, but rather upon the professional qualifications
necessary to the satisfactory performance of the professional services
required, subject to the following additional considerations: (1)
Professional qualifications necessary for satisfactory performance of
required services; (2) Specialized experience and technical competence
in the type of work required; (3) Capacity to do the work in required
time; (4) Past performance on contracts with Government agencies and
private industry in terms of cost control, quality of work, and
compliance with performance schedules; (5) Volume of work awarded to
the firm by DOD during the previous 12 months: (6) Performance
evaluations on recently completed DOD contracts; (7) Location in the
general geographical area of the project and knowledge of the locality
of the project. Firms desiring to register for consideration for
future projects administered by the procurement office are encouraged
to submit annually a statement of qualifications and performance data,
utilizing standard Form 254, Architect-Engineer and Related Services
Questionnaire. This is not a request for proposal. The proposed
