This is an amendment to the notice published on 23 Jan 96. This notice is published pursuant to the Energy Policy Act of 1992 and Title 10 USC 2865. The Air Force desires to reduce energy and water consumption and associated utility costs by implementing various energy and water conservation measures at the following Air Force bases: Brooks AFB TX, Goodfellow AFB TX, Kelly AFB TX, Lackland AFB TX, Laughlin AFB TX, Randolph AFB TX, and Wilford Hall Medical Center TX. Participation in this program will be at the individual discretion of the Air Force Bases listed. The Air Force proposes to accomplish these objectives by using the streamlined acquisition procedures authorized by the Energy Policy Act to select a Pre-Qualified DoD ESP contractor. Firms on the DoD Pre-Qualified Contractor list for 1996 that are interested in submitting a statement of their qualifications for this work should express their interest, in writing, to the above listed contracting office within 15 days after publication of this notice. Pre-Qualified firms capable of designing, financing, implementing, operating and maintaining energy and water saving system retrofits are invited to respond. The Air Force will issue a competitive Request for Qualifications (RFQ) to all Pre-Qualified firms that respond, in writing, within the 15-day period. Competition will be restricted, in accordance with the statutory authorization, to those firms listed on the 1996 DoD Pre-Qualified ESP Contractor List. (036)
