KVA substation and a pre-engineered building adjacent to Building,
1161. Offerors may visit the job site at 10:00 a.m. on February 16,
1996. Offerors will meet in Building 1195A, Room 160, West Area, from
there, a NASA representative will accompany offerors to the job site.
Offerors planning to attend the job site visit should phone Gale
Poulson at 804-864-2433 prior to that date to ensure that an RFQ is
available for them. This note is to advise that a written Request for
Quotation (RFQ) is available as described below. The proposed contract
is 100 percent set aside for small business concerns. This procurement
is being conducted under the Simplified Acquisition Procedures. All
offers received from small businesses will be considered for award.
Offerors must request a copy of the complete solicitation in order to
submit a responsive offer. Award will be made to the responsive,
responsible offeror within an acceptable delivery schedule and the
lowest overall price. Evaluations will be per line item, and award will
be for the lowest aggregate cost to the Government. Award is
anticipated within 7 days of the date quotes are due. Offerors
attending the job site visit will be given the RFQ at that time.
Otherwise, the RFQ will be mailed to the offeror upon receipt of a
written request. Written requests must be received within 10 days of
the publication date of this synopsis and must include the solicitation
number and contact's name in the address. Telephonic requests will not
be honored. An ombudsman has been appointed to hear concerns from
offerors, potential offerors, and contractors during the preaward and
postaward phases of this acquisition. The purpose of the ombudsmanis
not to diminish the authority of the contracting officer, the Source
Evaluation Board, or the selection official, but to communicate
concerns, issues, disagreements, and recommendations of interested
parties to the appropriate Government personnel and to work to resolve
them. When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern. The ombudsman does not
participate in the evaluation of proposals, the source selection
process, or the adjudication of formal contract disputes. Interested
parties are invited to call the installation ombudsman Belinda Adams at
804-864-8989. Concerns, issues, disagreements, and recommendations
which cannot be resolved at the installation may be referred to the
