Research Laboratory has a requirement for the development of advanced
materials, including their processing and forming, and the engineering
design support for Naval weapons and weapon platforms to be carried
out both off-site and on-site. The materials development includes
investigation of new as well as of existing metal and ceramic alloys in
bulk, coating, powder and film form, their synthesis, thermo-mechanical
processing and forming to achieve higher levels of strength at ambient
and elevated temperatures, fatigue, creep, stress corrosion cracking
resistance, and toughness. It also includes development of materials
systems to reduce ship corrosion and fouling and the handling and
disposal of environmentally hazardous effluents, and the development of
sensor, magnetic, and superconducting materials. Test and evaluation of
these materials and systems, which may require the development of novel
laboratory and field techniques, is to support the materials
development task. The engineering design support efforts relate to the
area of ship and submarine hull, mechanical, and electrical systems
and subsystems design, producibility and survivability, standardization
and reverse engineering, reliability and maintainability, integrated
logistics, test and evaluation, drawing preparation and review,
modeling and prototyping, configuration management, and specifications
and standards. It is anticipated that performance will be one year
with three - one year options. The research effort will be performed
primarily at the Naval Research Laboratory. The contractor will be
required to conduct testing either shore based or on board ship for the
purpose of demonstrating compliance with published specifications,
drawings, etc. and demonstrating attributes such as workmanship,
alignment, strength, rigidity, tightness, and suitability for the
purpose intended. The contractor will also be required, as needed,
attendance by its staff to off-site locations which will include, but
will not be limited to professional society meetings, technical review
meetings and workshops. Telephone requests for this solicitation will
