solicit and negotiate a contract on a noncompetitive basis to The Johns
Hopkins University Applied Physics Laboratory (JHU/APL), Johns Hopkins
Road, Laurel, MD 20723. This procurement will provide for the
development of a disdrometer system to measure rain rate and drop size
distributions when deployed on a moored, deep-water oceanographic data
buoy for one year of unattended operation. The system will utilize an
existing disdrometer sensor previously developed by JHU/APL for use in
marine environments, coupled with a low power digital processor module
using multiprocessors interfaced to the analog electronics. JHU/APL is
the designer of the existing disdrometer sensor and, as such,
possesses unique capabilities vital to the execution of the effort
required by this procurement, including the calibration and testing
facilities needed to evaluate the performance of this prototype system.
Detailed documentation of the sensor design is not available for
issuance to other contractors. This procurement is for the period
4/1/96 to 8/30/96. Interested firms must express their interest in
writing and demonstrate their capability to respond to the requirement.
Responses must be received in NOAA's Procurement Operations Division
within 45 days from the date of publication of the announcement. See
