Criteria Development Services, for the General Services Administration
(GSA), Public Buildings Service, National Design Construction, and
Building Modernization Programs in and for the GSA, NCR Office and GSA
Nationwide. Potential projects include but are not limited to the
following: developing specific building or system type criteria;
conceptual design and estimates for planning, evaluating building or
systems for criteria purposes (post-occupancy evaluations); studies and
reports on impacts to building standards of changes to federal safety,
environmental and energy policy and changes to model building codes.
All standards will be done in the Systems International (S1) metric
system of measurement. The A/E Team disciplines shall include
architectural, space planning, site and landscape design, structural,
including seismic experience in UBC Zone 4, mechanical, fire safety,
electrical, elevators and cost management. The following specialists
are required: technical editor, graphic designer and CADD Operator
familiar with desktop publishing. Unique technical specialist which may
be required for supplemental expertise included but are not limited to
the following: security, seismic safety, energy conservation, passive
solar design, environmental design, building automatic, geotechnical
engineering, historic preservation, occupant productivity, acoustic
quality, and emergency systems. The duration of the contract shall be
for a Base period of approximately one (1) year with (2) Option period
each for approximately one year. The maximum order limitation shall be
$750,000 for the Base contract period and an additional $750,000 for
each option period. Multiple work orders may be awarded simultaneously.
For screening purposes, two go-no-go factors apply as follows: (1)
Business firms or joint ventures (either with consultants) must have
nationwide experience with all disciplines and building systems. For
those firms that are local in nature, they should affiliate themselves
with a firm or firms that would permit nationwide coverage. (2) The
A/E must have established within 30 days of contract award, a
designated active production office located within the GSA NCR through
which all daily management, communications, and control will be
coordinated and handled. Firms that do not pass these screening factors
will not be further considered . The boundaries of the GSA Central
Office consist of the District of Columbia; Montgomery and Prince
Georges Counties in MD; Arlington, Fairfax, Prince William and Loudoun
Counties in VA; and the cities of Alexandria, Falls Church, and
Fairfax in VA. The evaluation criteria for selection are listed in
descending order of importance. I. PROFESSIONAL QUALIFICATIONS: (A)
Relevant Key individual experience to provide solutions to client
building renovations both in design and function. (B) Background and
Reference/Personal and Professional Team Members. II. SPECIALIZED
DESIGN EXPERIENCE AND TECHNICAL COMPETENCE: (A) How much experience do
the members of the project team in providing a well organized and well
presented criteria or development standards? (B) Breadth of national
geographic technical experience available from the project team. III.
CAPABILITY OF FIRM: (A) Sufficiency of staff and technical resources
available not committed to other contracts to undertake this project.
(B) Does the firm appear to have the required organization leadership
to be responsive to requirements of this project throughout the United
States? (C) Familiarity with the (S1) Metric system. (D) Firm location
and adequacy of staff. Does the firm have or will it be able to obtain
adequate staff at various locations to perform simultaneously at
different locations? IV. PAST PERFORMANCE: (A) Do the project examples
submitted indicate compliance with performance schedules and effective
Cost Control? (B) Based on specific examples shown, does the firm
provide a well organized, fully coordinated set of criteria and
standards? If selected for an interview, each A/E shall present at
least three (3) project examples including drawings, specifications,
standards and criteria, a summary of the project scope and objectives
and name, address and phone numbers of client contacts. The project
examples shall be bound in 8'' x 11'' format. Firms having the
capabilities to perform the services described in this announcement are
invited to respond by submitting SF 254's (for firm and joint ventures
and team consultants) which must be dated no more than 6-months before
the CBD synopsis, and an SF 255 along with a letter of interest
identifying the project solicitation number to: General Services
Administration, 7th & D Streets, SW Bid Room 1701, Washington, DC 20407
by 3:30 p.m., local time on the due date list for this notice. The
following information must be on the outside of each submittal package:
(1) Solicitation No. and Title, (2) Due Date and (3) Closing Time. Late
responses are subject to FAR provision 52-215-10. Each 255 submitted
must make the following certification as the last entry in Block 10:
''I hereby certify the firm (or joint venture) and consultants listed
for this project meet the geographic locations stated in the CBD
announcement for this solicitation.'' This procurement is being made
under the small business competitiveness demonstration program. This
procurement is open to small and large business concerns. Also include
in Block 10 on SF 255 information on any computer design capabilities.
Specify in Block 4 on each SF 254 whether the firm is (A) Small
Business Concern (firm, including its affiliates, having an average
gross annual sales or receipts for its preceding three (3) years not in
excess of $2.5 million; (B) Small Disadvantaged Business or (C)
Woman-Owned Business. Before award of this contract, the A/E (if not a
small business concern) is required to present an acceptable Small
Business and Small Disadvantaged Business Subcontracting Plan, in
accordance with Public Law 95-507. Small and Disadvantaged firms are
encouraged to participate as prime contractors or as members of
joint-ventures with other small business. All interested large business
firms are reminded that the successful contract will be expected to
place subcontracts to the maximum practicable extent with small and
disadvantaged firms as part of their Original submitted teams in
accordance with Public Law 95-507. This is not a request for proposal.
