307-1956. The U.S. Department of Justice has a requirement for multi-
discipline Architect & Engineer (A&E) services for the preparation of
studies, plans, specifications and cost estimates ready for bidding.
Required services will include space planning, space programming,
interior design, historical preservation, handicapped accessibility,
building security, seismic evaluation, environmental, energy, and fire
protection engineering, and possibly writing of asbestos abatement and
removal specifications for construction projects. Professional
disciplines that will be required include architecture, mechanical,
electrical, environmental and structural engineering. The contract will
support the Facilities and Administrative Services Staff in its efforts
to manage Department facilities nationwide. The A&E firm must have an
active design production office in the Washington, DC metropolitan area
(defined as including only the following areas: the District of
Columbia, Montgomery and Prince George's counties in Maryland, and in
Virginia, Alexandria City, Arlington county, and Fairfax county,
including all cities within Fairfax county), and the ability to provide
services nationwide using its own resources or those of subcontractors.
Selection evaluation criteria, with numbers one and two being of equal
importance and the rest listed in descending order of importance are:
(1) professional qualifications necessary for satisfactory performance
of the above listed required services, (2) specialized experience and
technical competence in the type of work required, (3) capacity to work
simultaneously on a number of delivery orders and to complete work
within the required times, (4) past performance on contracts with
government agencies and private industry in terms of cost control,
quality of work, and compliance with performance schedules, (5)
location of an active design production office within the Washington,
DC metropolitan area, as defined above (office must be in service by
the date responses to this notice are due), (6) demonstrated success in
prescribing the use of recovered materials and achieving waste
reduction and energy efficiency in facility design, (7) ability to
provide the required services throughout the United States with the
firm's own resources or those of subcontractors. All orders placed
under the contract will be on a firm, fixed price basis. The initial
contract will be for one year with Government options to extend for
four additional one year periods. The minimum guarantee for each period
will be $25,000, the maximum value for each period will be $1,000,000.
No individual order will exceed $250,000. Firms responding to this
notice must address their capability with regard to the above
evaluation factors and must provide two copies of their submittal forms
(2 copies each of the SF-254 and SF-255). Responses are due not later
than 2:00 pm, local time, March 18, 1996 as follows: If mailed, U.S.
