73145-3302 J -- MAINTENANCE AND/OR REPAIR OF EQUIPMENT - POTENTIAL SOURCES SOUGHT
A source seeking synopsis is being conducted to find sources interested
in the maintenance of an AP/APD-14 Radar Imaging Set. This is not a
solicitation to do business. This is a market survey seeking interested
sources. The requirement is for depot level maintenance, to include
hardware and software on the radar imaging set commonly referred to as
the Synthetic Aperture Radar (SAR). The ADP-14 consists of a right and
left antenna, analog front end and a digital back end. All maintenance
will be completed at the contractor's facilities with contractor
repair procedures. No unauthorized modifications or improvements to the
systems will be allowed. The contractor will be required to serve as
crew members, if necessary, in order to troubleshoot the SAR. The
AP/APD-14 is a custom-built SAR, With a limited application. The SAR
will only be installed in two OC-135B aircraft, with one complete SAR
system as spares for the two active systems. The SAR was developed from
UPD-8 (retired) and a custom-built processor to convert the analog
signal into digital, then store it on magnetic tape. The UPD-8 was
refurbished removing the old `sunset technologies' and replacing it
with up to date components. All excess UPD-8 LRUs and test equipment in
the Air Force inventory are being stored in case more modified spares
are required. If this becomes an issue, the contractor will be required
to do the modification. There is only one digital spare processor. It
is a custom-built computer, designed specifically to convert the analog
signal and provide for Open Skies Treaty required annotation on
magnetic tape. This requires the contractor to have extensive knowledge
on troubleshooting computer software code and hardware applicable to
the synthetic aperture radar. Sources should express their interest in
