M -- CONCESSION PERMIT SOL CC-GLAC004-96 DUE 032096 POC Contact, Jan Knox or Karene Manus, 406/888-5441 Public notice is hereby given that the National Park Service proposes to award aconcession permit authorizing a hiker shelter overnight accommodation service for the publicat Granite Park Chalet in Glacier National Park, Montana for a period of two (2) years fromJune 1, 1996, through December 31, 1997 with possible extension up to four (4) years.Interested parties should contact the Concessions Manager, Glacier National Park, WestGlacier, Montana 59936, (406) 888-5441, to obtain a copy of the Prospectus describing therequirements of the proposed permit. An environmental assessment was prepared formanagement of backcountry chalets which resulted in a finding of no significant impact.Operation of the Granite Park Chalet as a hiker shelter was one of the options considered.The existing Concessioner has performed its obligations to the satisfaction of the Secretary ofthe Interior under an existing permit which expired by limitation of time on December 31,1992, and therefore pursuant to the provisions of Section 5 of the Act of October 9, 1965 (79Stat. 969; l6 U.S.C. 20), is entitled to be given preference in the renewal of the permit andin the negotiation of a new permit, providing that the existing Concessioner submits aresponsive offer (a timely offer which meets the terms and conditions of the Prospectus).This means that the permit will be awarded to the party submitting the best offer, providedthat if the best offer was not submitted by the existing Concessioner, then the existingConcessioner will be afforded the opportunity to match the best offer. If the existingConcessioner agrees to match the best offer, then the permit will be awarded to the existingConcessioner. If the existing Concessioner does not submit a responsive offer, the right ofpreference in renewal shall be considered to have been waived, and the permit will then beawarded to the party that has submitted the best responsive offer. The National Park Servicewill consider and evaluate all proposals received as a result of this notice. Any proposal,including that of the of the existing Concessioner, must be received by the Mail Room atGlacier National Park no later than 4:30 pm on March 20, 1996, to be considered andevaluated.
