competition a contract to Design, Build and Install a chiller at the
R.G. Stephens Federal Building, in Athens, GA. The Design/Build (D/B)
contractor shall replace liquid chillers and associated air
conditioning and chilled water system components in the building
specified. The D/B contractor shall make modifications and additions to
the buildings electrical distribution system as required to accommodate
the new mechanical equipment. The contractor shall also provide related
management and inspection services, training of operation and
maintenance personnel and warranties/guarantees. The building will be
kept in operation and occupied during the replacement work. Essential
cooling, heating, and other building services shall be maintained for
the duration of the work. The work required for the contract will
include but, is not limited to the following: REMOVAL: One existing
chiller, all pumps and piping as required to facilitate installation of
a new chiller, all valves, pumps, purger units and motors of pumps
shall remain the property of the Government. Existing Chiller is
Westinghouse size 10'Lx3'Wx5'H. INSTALLATION: One new chiller. The
chiller shall be a Centrifugal chiller. Other chiller (Existing rotary
chiller presently installed to serve with existing pumps) shall be
standby. Existing pumps for rotary chiller shall be taken out and new
pumps shall be used for rotary chiller. The new chiller shall be rated
to supply 42 DEG F chilled water and have electrical consumption of
not more than 0.65 KW/TON for Cetrifugal chiller. Electrical rating is
460V/3PH/60HZ. DESIGN CRITERIA: Outdoor air design criteria for
chiller and associated equipment sizing shall be based on weather data
tabulated in the latest edition of the ASHRAE Handbook Fundamentals.
Summer design conditions must be based on the 2.5 percent column dry
bulb temperature with its mean coincident wet-bulb temperature with its
mean coincident wet-bulb temperature in the ASHRE Climatic conditions
table. Base outdoor ventilation air design cooling (and heating) loads
for chiller and associated system sizing purposes on outdoor air
ventilation rates which comply with ASHRAE Standard 62 ''Ventilation
for Acceptable Indoor Air Quality'' (latest edition). Where ASHRAE 62
ventilation rates are not incorporated, chiller cooling capacity for
ASHRAE 62 ventilation air cooling loads ''shall be provided to allow
for future increase of ventilation rates to meet ASHRAE 62 criteria.
Base indoor design conditions for sizing chillers and associated
equipment on ASHRAE Standard 55 ''Therman Environmental Conditions for
Human Occpancy'' (latest edition). Maximum occupancy shall be assumed
for design purposes. Base internal heat gain per person on one person
per 135 square feet of occupiable floor area. Sensible and latent
loads per person should be based on the latest edition of the ASHRE
Handbook of Fundamentals. For dining areas, auditoriums and other high
occupancy areas, occupancy loads should represent the number of seats
available. Areas not normally occupied, such as storage rooms or
mechanical rooms, do not have occupancy loads. Closing date for
