with the drawings supplied by contractor and specifications including
the furnishing of all materials, labor, plant, tools, equipment, and
services necessary and incidental thereto. All material and/or
components supplied by the contractor for new work, modify work and
repair work shall be of equal value or better. All material and or
components shall be compatible with existing and compatible to make
functional system. The work required to be performed by the Contractor
shall consist of, but is not limited to, the following principal
items: a. New Work - Contractor shall provide all material, labor,
equipment, and transportation to include test equipment for the
installing of fire alarm control panels, audio/visual devices, pull
stations, heat and/or smoke detectors, antennas, lighting arrestors,
conduit, wire and any other material necessary to make a complete and
functional fire alarm detection system. Contractor shall visit site,
determine quantities. All work shall be accomplished by qualified
licensed fire alarm system personnel. b. Modify Work - Contractor shall
provide all material, labor, equipment, and transportation to include
test equipment when installing any one of more items listed in
paragraph 1.1.a, New Work. Contractor shall visit site, survey existing
system, test system if necessary to determine work to be accomplished
and provide quantities. Licensed contractor shall maintain spare parts
and be able to respond within 24 hours notice. c. Repair Work -
Contractor shall provide all material, labor, equipment, transportation
and necessary test equipment. Contractor shall maintain a complete list
of parts that are compatible with the existing base fire alarm system.
Contractor shall visit site, survey and test existing system to
determine work to be accomplished and provide quantities. During the
event an alarm sounds, the Fire Department shall respond. Fire
Department shall have a list of base fire slarm system personnel to
call and respond within 1 hour investigate the situation. If for some
reason the base personnel are unable to locate or fix the problem, the
base shall contact the contractor. Response time shall be within 1
hour after call is made. The base Fire department representative,
facility manager and base fire alarm personnel shall remain on-site
until Contractot arrives. All project to include new work, modified
work, and repair work shall be monitored by the base fire system
personnel. Drawings and specifications are completed in metric units of
measurement. Contractor shall visit site, survey and/or test system
and/or components to be installed, provide quantities, preparedrawings
and submit for Government's approval. Performance is 365 Calendar days
plus 4 option years. This notice is for Solicitation F41650-96-B-0407,
1 Job Lump Sum. The magnitude of the proposed project is between
$500,000 and $1,000,000. Tentative date of issue is 1 March 96 with a
tentative opening date of 31 March 96. Pre-solicitation notices were
issued 06 Feb 96. The proposed acquisition listed here is being
considered for 100 percent set-aside for small business (SB) concerns.
Interested SB concerns should, as early as possible but not later than
15 days of this notice, indicate interest in the acquisition by
providing written notice to the contracting office above evidence of
capability to perform (including references for similar work with
telephone number, points of contact and contract numbers). Evidence of
capability includes experience in the specific construction area
advertised as well as bonding capability. If adequate interest is not
received from SB concerns, the solicitation will be issued as full &
open competition without further notice. Therefore, replies to this
notice are requested from all business concerns as well as from SB
concerns. All replies to this notice must be in writing. All work shall
be accomplished by qualified licensed fire alarm specialists IAW the
National Fire Protection Association (NAFPA 72), Underwriter
Laboratories and Factory Mutual Sts codes and standards for all fire
protection systems nationwide. Acquisition of skills and knowledge
needed to satisfactorily install or modify an alarm systems requires
the NFPA, standard 72 certification, Texas Commission for Fire Alarm
Technician License, and the Alarm Planning Superintendent License.
These certifications shall be a requirement to qualify the contractor
to bid on this contract and shall be submitted prior to award.
Contractor is also required to have the Fire Alarm Supplier of the
proposed components and/or component of a Fire Alarm System executed
prior to award. Failure in include the qualifications, test procedures
and installers could result in your bid being being nonresponsive.
Specifications and Drawings will be made available The approximate
issue/response date will be 01 MAR 96. No telephone requests. Only
written or faxed requests received directly from the requestor are
acceptable. All responsible sources solicited may submit a bid,
proposal, or quotation which shall be considered. See Note (s) NONE.
