Global Positioning System (GPS) Joint Program Office (JPO) is seeking
potential offerors for the procurement of the follow-on to the
Precision Lightweight GPS Receiver (PLGR) contract, F04701-93-D-0001.
The PLGR is a handheld self-contained GPS receiver with precise
positioning and anti-spoofing capabilities. The NAVSTAR GPS JPO
anticipates awarding a follow-on Non- Developmental Item (NDI)
production contract(s) for the build, test and delivery of
approximately 140,000 follow-on Precise Positioning System (PPS)
handheld GPS receivers. The follow-on PPS handheld GPS receiver must be
functionally backward compatible with existing interfaces and support
equipment such that present integration and support capabilities are
unaffected, to the maximum extent possible. The estimated date for
release of the Draft Request For Proposal (DRFP) is January 1997,
Request For Proposal (RFP) July 1997, and contract award in December
1997. Initial delivery of the first production lot is expected not
later than August 1998. Those offerors having applicable interest,
qualifications, capability, and background must submit clear and
convincing documentation that demonstrates their ability to design,
manufacture, and test the self-contained PPS handheld GPS receiver.
Qualified offerors should possess a SECRET facility clearance and
approved classified material storage container(s) in order to receive
and store classified portions of the follow-on PPS handheld GPS
receiver specification. The Government will host a conference at Fort
MacArthur, San Pedro, CA, on 27 February 1996 at 0900 in the Garden
Room, to provide potential offerors with a briefing on the acquisition
strategy for the follow-on PPS handheld GPS receiver. Attendance is
limited to no more than three (3) people from each company/division.
The briefing will be unclassified. Additionally the Government will
discuss the market survey associated with this acquisition. The market
survey will be sent out to potential offerors approximately 7 March
1996. All offerors planning to attend the conference should contact Lt
Gray at (310) 363-2168. Offerors must indicate whether they are a
Small Business concern, use Standard Industrial Classification Code
8731. The Government encourages any small business having the
capability to provide such effort to participate. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the Program Director or
the Contracting Officer, but to communicate contractor concerns,
issues, disagreements and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
