Contract Specialist, 202-283-1162. The Internal Revenue Service intends
to award a purchase order on a non competitive basis to Network Express
Inc to provide software hotline support and on site hardware service on
ISDN Routers located in Washington, DC, Maryland and Virginia; Model
NE4000 Quantity 7, Serial Numbers A00144610, A00145231, A00176606,
A00166596 A00121529, A00121686 and A00176549; Model NE2000 Quantity 20;
Serial Numbers A05069149, A05068782, A00121686, A00121529, A05319850,
A05067016, A05239707, A05030986, A44-13973, A050689985, 92051,
A05239706, A05239683,A05037154, 920403, A05217701, A05331861,
A05068981, 924305 and A05068949; Software support- The contractor shall
furnish all facilities, labor, materials and software upgrades needed
to provide the services in accordance with the terms and conditions
herein; The contractor shall make a service technician available twelve
hours a day Monday through Friday and nine hours a day Saturday and
Sunday to provide technical assistance for the equipment listed above;
Technical services shall include but are not limited to (1)Hot line
technical support for the purpose of providing assistance and guidance
in diagnosing system problems and system or component installation;
(2) Responding to inquiries regarding system problems, via electronic
mail and (3) Provide the government access to the contractor's
technical support system via modem or the internet enabling the
government to diagnose or resolve system problems through remote access
to contractor's support database, download of file patches and log
files; If system problems require replacement components, the
contractor shall furnish and install them at no additional cost to the
government; The contract will also current software upgrades for all
systems listed above and for any new system purchases still within one
year manufacturer warranty; The contractor shall also provide any
additional memory engineering changes or updated system components at
no additional cost to the government if required for software upgrades;
If requested by the government the contractor shall provide guaranteed
next day business day delivery of replacement components; On Site
Hardware Service- The geographic scope of this contract is the 48
contiguous states and the District of Columbia; The on site services
listed herin are applicable to any agency location within the national
capitol region (703, 202, or 301 area codes) or within a 50 mile
radius of a Network Express office; Additional travel and lodging
expense charges will apply for agency locations outside the service
area; Network Express office locations 4261 Plymouth Road Ann Arbor, Mi
48105 and 2694 Bishop Drive Suite 103 San Ramon. CA 94583; Response
Time - The service personnel shall arrive on site as soon as possible
after determination that the problem has escalated beyond hot line and
modem support; Within the service area this normally should be done
within two (2) hours after such determination; Outside the service
areas response will be no later than the next day; Service Coverage -
The IRS requires services to provide hardware maintenance and hotline
support. Date of coverage through September 30, 1996; This contract
will entitle the customer to service twelve (12) hours a day 7:00am to
7:00pm Monday to Friday and eight (8) hours a day 9:00am to 5:00pm
Saturday and Sunday exclusive of Thanksgiving Day, Christmas Day, New
Years's Day Labor Day and the Fourth of July; Services - Hot line
technical support 703/749-1441 in Washington DC area or 1/800/553-4333
will be provided for the purpose of assistance and guidance in system
problem diagnosis and system of component installation; the 800
technical support number is available from 8:00am to 5:00pm EST Monday
through Friday; The 703 number is available 12 hours Monday through
Friday and 9 hours Saturday and Sunday; The customer will be required
to provide a contract or serial number of a Network Express system for
verification; If required to diagnose or resolve a problem a Customer
Service Engineer may dial into a Network Express system via modem to
access the system console and log files; Service personnel will provide
all parts, labor and materials required for service; During the period
of this contract Network Express will install any additional memory,
engineering changes or updated system components if they are required
by software upgrades; All responsible sources who can provide and meet
the above requirements shall submit written quotations by February
26,1996; No solicitation will be issued, therefore such requests for
solicitations will be considered non responsive; Evaluation/Award will
be based on the lowest over all cost to the government. An award is
expected to be made approximately February 28,1996. All questions must
be submitted in writing and received by facsimile or mail. If no
affirmative responses are received by February 26, 1996 the award will
