The Health Care Financing Administration (HCFA) intends to solicit and negotiate on a sole source basis for an automated federal personnel software system (ProClass Plus). The system shall integrate the functional personnel areas of position classification, staffing, training and performance management. It shall comply with all United States Office of Personnel Management (USOPM) classification standards, regulations, and requirements for the federal sector and meet compatibility requirements of HCFA's current ProClass Plus System.
