Officer, (301) 286-3230. RFP5-53480/431 will be issued on a sole-source
basis to the United Kingdom Meterological Office (Met-O) London Road,
Bracknell Berkshire RG 12 2SY, United Kingdom, pursuant to 10 USC
2304(c)(1)--Only One Responsible Source. NASA/GSFC requires the
Contractor to refurbish an existing Advanced Microwave Sounding Unit B
(AMSU-B) Engineering Model (EM) to a flight qualified instrument to be
utilized as a spare instrument to fly on the K, L, M series of Polar
Operational Environmental Satellites (POES), which provides essential
weather forecasting data for the National Oceanic and Atmospheric
Administration (NOAA). The EM must be available at the beginning of the
integration and test period for the NOAA-M spacecraft. The present
schedule for NOAA-M dictates that the converted EM be ready by August
1997. Therefore, the period of performance for the refurbishment effort
is approximately 16 months. In this case, Met-O designed and fabricated
the EM, protoflight and flight unit instruments and hold title to the
EM. As a result, Met-O has the expertise and familiarity gained through
the development, build, and spacecraft integration requirements of the
AMSU-B instrument. In addition to their expertise, Met-O possesses
drawings, specifications, test software, environmental test fixtures,
bench test equipment, and the necessary tooling to accomplish the
refurbishment effort. Such expertise and equipment is essential to
accomplish this effort within the limited schedule. Any other
responsible parties desiring consideration are requested to fully
identify their interest and capabilities within 15 days of publication
of this synopsis to the NASA/GSFC, Contracting Officer listed above.
