COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 12,1996 PSA#1529HSC/PKRC, DCS Contracting, 8005 9TH Street, Brooks AFB, TX 78235-
5353. A -- HELMET MOUNTED SIGH PLUS (HMS+) AIRCREW HELMET DISPLAY SYSTEM
SSS-PKR-9605 POC POC Ms Roxanne Jaramillo, Contracting Officer,
210-536-6330. Qualified sources are being sought for the Helmet-Mounted
Sight Plus (HMS+) advanced development program sponsored by Armstrong
Laboratory, Crew Systems Directorate, Helmet-Mounted Sensory Technology
(HMST) Advanced Development Program Office, Wright-Patterson Air Force
Base, OH. HMS+ will employ the engineering and hardware fabrication
talent necessary to design and build a lightweight, monocular
helmet-mounted system suitable for investigating and demonstrating the
use of a subtractive color liquid crystal display (SCLCD) for
day/night air-to-air and air-to-ground weapon delivery. HMS+ will
provide a SCLCD image source helmet-mounted display that will address
the fundamental performance helmet cueing issues associated with high
off-boresight to reduce helmet-mounted tracker and display (HMT/D)
complexity, weight, bulk, and cost, while providing a two or four-color
display that allows different symbology types to be distinguished
through color coding. HMS+ will incorporate a state-of-the-art,
metal-tolerant magnetic helmet mounted tracker (HMT). The HMS+ program
will seek to implement the best alternative of existing magnetic
tracker technologies that utilize advanced position and orientation
tracking algorithms. HMS+ will focus on the demonstration of a medium
risk, high luminance, SCLCD image source and special lighweight optics
whose chromatic aberration characteristics are optimized for the light
emission characteristics of the image source. Matching HMD optics will
be designed to transmit the image to the eye with minimal axial or
lateral color aberrations. This effort will obtain the image source,
optics, helmet system, image source electronics and helmet tracker
electronics. The hardware will be suitably ruggedized to insure that
necessary safety-of-flight considerations are addressed for rapid
ground egress, operation in an oxygen rich environment, and in-flight
g-seat ejection. HMS+ will begin with a contracted development effort
followed by Government testing to demonstrate improved mission
effectiveness through simulation and flight demonstrations. A
COST-REIMBURSABLE type contract is contemplated for this effort. The
period of performance is contemplated to be 35 months. A SECRET
Security Clearance will be required in performance of this work. This
ANNOUNCEMENT IS NOT A RFP and ONLY RESPONSES that PROVIDE the REQUESTED
INFORMATION APPLICABLE TO YOUR FIRM WILL BE CONSIDERED. SIC Code 8731
has been assigned. Firms should indicated whether they are a
woman-owned business. Additionally, information is required as to
whether your firm is considered a small business. The general
definition to be used to determine whether your firm is small is as
follows: ''A small business concern is a concern that is independently
owned and operated, is not dominant in the field of operation in which
it is bidding on Government contract, and with its affiliates the
number of employees does not exceed 500 persons.'' '''Concerns' means
any business entity organized for profit with a place of business
located in the United States, including but not limited to an
individual, partnership, corporation, joint ventures, association, or
cooperation.'' The Air Force reserves the right to consider a small
business set-aside based on responses hereto. All respondees to this
synopsis shall include their assigned Commercial and Government Entity
(CAGE) Code (i.e.,Federal Supply Code for Mfrs, a five-digit code
assigned by Comdr, Def Logistics Service Center, Attn: DECS-CGD,
Federal Center, Battle Creek, MI., Ref DOD 5000.129M). SMALL BUSINESSES
interested in this effort must respond with a complete
capability/qualification package describing the company's technical
expertise and experience, personnel and facilities and motivation for
participating in this program. LARGE BUSINESSES need only reply with a
letter of interest. SEE READER'S GUIDE NOTE(S) item NUMBER 25 for
FURTHER DETAILS. Each reponse shall reference SSS-PKR-9605. Responses
submitted should be sent to: HSC/PKRC, 8005 9th Street, Attn: Ms
Roxanne Jaramillo, Brooks AFB TX 78235-5353. Any non-technical and/or
contractual questions should be referred to Ms Jaramillo, (210)
536-6330. Technical questions may be directed to Mr Randy Brown (513)
255-8895. This program may use streamlined soliciation procedures. If
there are questions or other problems which cannot be resolved by
HSC/PKR, contractors may be referred to the HSC Ombudsman. Closing date
for submission of responses is thirty days from publication of this
notice. (0039) Loren Data Corp. http://www.ld.com (SYN# 0005 19960209\A-0005.SOL)
