purchase the following goods or services by Competitive Negotiation.
TVA is seeking interested and exceptionally well qualified consultants
to undertake a feasibility study for a convention center to be located
in Abingdon, Virginia. The strategic objective is to produce a
feasibility study which will allow local officials to make informed
judgements about pursuing the creation of a convention center in
Abingdon and the relative merits of the following three strategies: 1)
if the convention center were built as an addition to the Martha
Washington Inn and additional guest rooms were added; 2) if a free
standing facility was constructed with a performance hall and smaller
meeting rooms; 3) if a center were to be constructed on town owned
property which could be tied to a new hotel. In assessing each of the
alternative strategies, the study should consider: 1) what is the
optimal size of the facility; 2) who should be targeted as clientele;
3) what would be the break-even point on operating costs; 4) what would
be the payback period for the town based on increased tax revenues. The
required work tasks would include: 1) review of previously produced
feasibility studies; 2) compile an inventory of locally competitive
facilities; 3) compile an inventory of regionally competitive
facilities; 4) determine size of successful centers in similar sized
markets incorporating ease of travel; 5) survey trade associations and
other similar potential clients as to their likelyhood of choosing
Abingdon as a meeting site when the unique opportunities offered by the
area are considered. These work tasks should lead to the creation of an
analysis which frames the magnitude of the market along with market
segmentation and which incorporates the unique characteristics of the
Town. These attributes include the Barter Theater, the Martha
Washington Inn, the Virginia Highland Arts and Crafts Festival, the
historic nature of the Town and access to a superb natural environment.
Responsible sources with the functional capability to perform a
feasibility study as outlined above should send two (2) copies of their
background experience and references to Gary Coley within 15 days of
this publication. While this solicitation is NOT a Request for Proposal
(RFP), TVA reserves the right to issue a RFP to qualifying respondees
if a decision is made to purchase these services. More detailed
technical data will be furnished with solicitation document.
