433-2914 or Andrew Mann. The Fleet Industrial Supply Center Norfolk
Detachment Washington DC has a requirement in support of the Naval Air
Systems Command to provide technical services which incude information
collection/handling/entry, programming, networking services and
computer operation services. The information collection/handling/entry
will involve data handling from various sources including documents,
computer outputs, verbally gathered an correlated information, and
other data furnished by the US Navy. Services shall include entering
data onto automated information systems, diskettes, disks, or other
media, and generation of production outputs. These services shall
support information processing efforts of the Naval Air Systems command
typified by, but not limited to, the following: Visitor Control Center
(VCC), Network Help Desk, Command Telephone System, and Command
Inventory, which will involve collecting, loading, and maintaining a
command automated inventory system comprised of relevant information
such as item description, serial number, vendor, location of asset,
etc. for all major and minor Command owned plant property. The computer
operation services will provide full-time computer equipment operation
services for information processing equipment in the NAVAIRSYSCOM
operations centers. Equipment includes minicomputers, microcomputers,
mainframes, database and communications servers, and peripheral
equipment including printers, cartridge devices, tape drives, disk
drives, etc. The software support will include developing/modifying
software relative to word processing applications, and network cluster
interface software as required to maintain compatibility with
operating system upgrades and NHN/NAVWAN network installation. Typical
efforts may include, but not limited to: Telephone system and
Integrated Security Management System (ISMS). The
Network/Teleconferencing Support will include two primary tasks: (1)
Support the interface of NHN/NAVWAN to the central clusters, including
expansion of NAVWAN, installation of LANS off NHN/NAVWAN nodes, and
troubleshooting network problems. (2) Support NAVAIRSYSCOM Video
Teleconferencing Center (VTC) operation and Teleconferencing Software
System (TCSS) operation. This support shall include: Technical
installation assistance and troubleshooting support of emulation
packages TCSS System Administrator functions and production support.
Training users to operate VTC equipment. Designing/implementing
on-camera formats and graphics. Attending training updates provided by
NAVAIRSYSCOM or the DOD to remain knowledgeable of technicl changes
occurring within the Defense Commercial Telecommunications Network. The
estimated man hour effort for one lot year is 90,000 hours. The
breakdown is as follows: 36,00 hours for Information Collection, 16,000
hours for Computer Operations Services, 14,000 hours for Software
Support, and 24,000 hours for Network/Teleconferencing Support. The
services will be provided at U.S. Navy facilities in the Crystal City,
Virginia complex and at Patuxent River Naval Air Station, Maryland.
Base year, involves work at Crystal City or Pax River. In the option
years, 100% of the services will be performed at Pax River. The
contract will cover a base year and four (4) one year options. The SIC
code for this requirement is 7379. This procurement will be set aside
for 8(a) small businesses. All interested 8(a) firms shall request a
