The Government intends to issue a Draft Request for Proposals (DRFP) to Competitive 8(a) Offerors for non-personal support services for the U.S. Army Air Defense Artillery Test Directorate (ADATD), Fort Bliss, Texas in its testing, experimentation, and evaluation mission. The contractor will be required to provide the personnel and material to render support services in support of ADATD requirements. The mission of ADATD is to plan, conduct and report on user test and field experiments involving doctrine, training, organization and material relating to air defense weapon systems, missiles, fire distribution systems, electronic countermeasure and counter-counter-countermeasure equipment and devices, associated software, and target devices. Air Defense simulators and support includes (1) Analysis; Develop and evaluate test methodologies, concepts, designs, plans, data reduction plans, data analysis plans, and reports. (2) Test Support: Includes planning, conducting, monitoring, instrumenting, and reporting on test of weapon systems (subsystems and support systems) to include air defense, combined arms, directed energy, and command and control. (3) Integrated Logistics Support (ILS): Development of the ILS and reliability, availability, and maintainability (RAM) portions of test plans; evaluation of ILS and RAM characteristics of weapons and material under tests; training evaluation support; review of test plans and development of test reports. (4) MANPRINT Support: Data generation, analysis, and reporting of system performance requirements that interface the human factors, manpower, personnel, training, human factors engineering, health hazards, soldier survivability and system safety concerns. (5) Engineering Services: Requirements analysis, specification and purchase description development, engineering design and drafting, modification or fabrication, and planning and executing of checkout testing for facilities, instrumentation, targets, ADP, and test support equipment. (6) Management Support: Attendance/participation at program reviews, test integration working groups, reviews, demonstration and tests, coordination meetings, scoring conferences, preparation of briefings/presentations. (7) Miscellaneous Support Service: Word processing; data storage; installation, relocation, and re-installation of equipment and systems; quality assurance and engineering; frequency management; inventory control and documentation to include paper reports, video, and film operations; equipment maintenance and property accountability. The Multiple Target Tracking System (MTTS) which is currently being supported under contract DATM01-92-C-0008 will be incorporated into this solicitation package. The Standard Industrial Classification (SIC) Code for this action is 8711 $13.5M. The period of performance is from 01 October 1996 through 30 September 1997, with provisions for three one-year options. Approximate issue date of the DRFP is 27 February 1996. Industry comments on the DRFP must be received in writing not later than thirty (30) days after release of the DRFP. Issuance of the final RFP will not be re-synopsized. The RFP will be issued to all parties that request the DRFP, unless they affirmatively request to be deleted from the bidder's list. The RFP is anticipated to be released approximately forty (40) working days after release of the DRFP. Approximate RFP closing date is 12 May 1996. Telephonic requests for the RFP will not be accepted. Interested parties must submit all requests for the RFP in writing. No other synopsis will be issued for this acquisition.
