Husereau, Contracting Officer/(301)713-0829 The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) intends to negotiate on a sole-source basis with Priority Post Corporation for preparation and processing of NOAA's International Priority Airmail/International Surface Air Lift (IPA/ISAL) mailings. The contractor shall furnish the necessary personnel, material, equipment, facilities and services to process mailings in a manner to satisfy the requirements of the United States Postal Service. Requirements include 1) the same service fee shall be applicable to both IPA and ISAL; 2) deposits to JFK are required by 10:00 a.m. EST on a daily basis; 3) utilization of the manifest postage payment method authorized by the USPS through the Official Mail Accounting System (OMAS); 4) country profile in number of pieces and pounds for each individual mailing; 5) billing segregated for each program office within NOAA; 6) stamped postal receipts from USPS. The requirement includes a base year through 9/30/96 and four additional one-year options. A solicitation document does not exist and this synopsis is not a request for competitive proposals.
