Construct new 10,000 SF electromagnetically transparent wood frame scale model research facility using a minimum of metal fasteners to avoid electromagnetic reflection during experimentation. Structure has a 50 ft. high clear interior. Inside main structure is another 50 ft. x 80 ft structure consisting of an instrumentation area beneath a 4 ft. deep sand bed. New utility systems (heating, electrical, telephone, communications, and intrusion detection) and site improvement are included. Bidders should note that a firm fixed-price contract in the amount of the bid price, with completion required by the end of the proposed performance period, will be awarded to the responsible bidder offering a responsive bid yielding the lowest Evaluated Total Cost (ETC) using the Evaluated Total Cost Method (ETCM). ETCM utilizes a formula on the Price Schedule of the solicitation that will allow bidders to establish their most economical construction performance period, overhead rate, and extended performance overhead rate, when submitting their bid. Overhead and extended overhead rates offered by the successful bidder will be used in determining equitable adjustments for contract modifications that may arise during the construction period.
