The following modifications are submitted: POCs Mr. Joseph Zimmerman,

Officer, (617) 271-6208/5932. The UHF SATCOM Terminal Development
Office (ESC/MCP) at Electronic System Center, Hanscom AFB, MA announces
release of the draft Technical Requirements Document (TRD) for the AIT
on the Hanscom Electronic RFP Bulletin Board (HERBB). Interested
Vendors are requested to review the AIT TRD and provide written
comments and/or recommended changes to Mr. Joseph Zimmerman, not later
than 23 Feb 96, at the following address: ESC/MCK, Attn: Mr. Joseph
Zimmerman, 50 Griffiss Street, Hanscom AFB, MA 01731-1620. Vendor
provided comments will be on a non-attribution basis. A draft Statement
Of Objectives (SOO) will also be placed on HERBB, without CBD
notification, for review and comments in the near future. We plan to
review the AIT TRD with users and industry, make required changes, and
republish the draft TRD on HERBB for further review. HERBB can be
reached through computer modem (9600 baud) by calling (617) 274-0500.
An Airborne Integrated Terminal (AIT) UHF DAMA SATCOM ''Industry Day''
conference is planned for 29 Feb 96, starting at 8:30 AM. The
tentative location for this conference is the O'Neill Auditorium in
Building 1612 on Hanscom AFB, MA. This conference will be unclassified.
Send notification of attendees to ESC/MCP, Attn: Capt Bream, 50
Griffiss Street, Hanscom AFB, MA 01731-1620. This notification should
be received by 27 Feb 96. Attendance is limited to three (3) attendees
per Contractor. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase
of this acquisition. The purpose of the Ombudsman is not to diminish
the authority of the program director or contracting officer, but to
communicate offerors concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
parties are invited to call Colonel Claude E. Messamure at (617)
377-5106. The Ombudsman should be contacted with issues or problems
that have previously been brought to the attention of the program
manager and/or the contracting officer and could not be satisfactorily
