CORRECTION POSTED 2-9-96 The Contractor shall perform the liquid rheostat system replacement as a ''Turnkey'' project, providing all materials, labor, and resources to design, engineer, relocate, modify, inspect, test, install, commission, and document the installation of a replacement liquid rheostat system for the NASA Langley Research Center (LaRC) Unitary Wind Tunnel utilizing the spare NASA LaRC National Transonic Facility (NTF) rheostat. The work shall include: (1) project management, including schedules, submittals, progress meetings, progress reports, and close-out documentation, (2) engineering and design including studies, calculations, drawings, specification, and test plans, (3) site work, including relocation of the spare NTF rheostat at the Unitary Wind Tunnel, modification and installation of the spare NTF Rheostat at the Unitary Wind Tunnel, and demolition of the existing Unitary rehostat and (4) commissioning of the replacement liquid rheostat system including subsystem tests and load tests. Delivery is required no later than 520 calendar days after the date of contract award. Based on an anticipated award date of April 1, 1996, delivery shall be accomplished by September 3, 1997. --- The proposal due date of March 22, 1996 is approximate. The Request for Offer (RFO) will be available approximately February 21, 1996. Copies of the RFO will only be available by downloading from the Internet. Specifications and drawings will not be included in the RFO. Only those firms interested in proposing on the requirement should request copies of the drawings and specifications. Hard copies of the specifications and drawings can be ordered by calling 804-864-2547. Identify the solicitation number and verify your address and company name and copies will be provided to you. --- This procurement is being conducted under the NASA MidRange Program approved by the Office of Federal Procurement Policy --- Prospective offerors shall notify this office of their intent to submit an offer --- Transmission by facsimile to 804-864-7709 or by Internet e-mail to: c.t.hardy@larc.nasa.gov (type exactly as shown) is acceptable --- Firm date for receipt of offers will be stated in the RFO --- All responsible business sources may submit an offer which shall be considered by the Agency. --- An ombudsman has been appointed to hear concerns from offerors, potential offerors, and contractors during the preaward and postaward phases of this acquisition. The purpose of the ombudsman is not to diminish the authority of the Contracting Officer, the Source Evaluation Board, or the selection official, but to communicate concerns, issues, disagreements, and recommendations of interested parties to the appropriate Government personnel and to work to resolve them. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of formal contract disputes.
