(STRICOM) has a requirement to conduct a site survey at Yuma Proving
Ground, Arizona for the purpose of determining network design for a
future fiber optic network utilizing Synchronous Optical Network
(SONET) terminating equipment, Digital Access Cross Connection Systems
(DACS) and Digital End Devices (DEDs). This network and equipment will
include an integrated Network Management System (NMS) which is
currently being developed by GTE Corporation. The site survey,
including a site survey report, must be completed by 19 April 1996. The
Government does not have the descriptive documentation to convey the
software baseline for the NMS elements at this time. The Government
intends to procure this effort from its Test Support Network
contractor, GTE Corporation, Needham, MA. The authority and
justification for this action is Federal Acquisition Regulation
6.302-1, only one responsible source. As the designer of the Network
Management System, GTE is the only source which possesses the necessary
reference data, current design information, and expertise to accomplish
the task in the time period required. Respondents to this notice
should, within 15 days after the publication date of notice, submit a
statement of capability to the Contracting Officer, Mr. Michael K.
